Job Summary
Responsible for managing the end-to-end tender process and developing high-quality, technically compliant, and commercially competitive proposals for high voltage (400kV, 230kV, 66kV), medium voltage (22kV, 6.6kV) switchgear and transformer sales and associated installation, maintenance, and testing services. This role bridges the gap between the sales team and the operational units, ensuring all bids are strategically sound and delivered professionally to industrial clients, utilities, and main contractors in Singapore.
Responsibilities
- Lead and coordinate the entire tender lifecycle, including opportunity tracking, bid/no-bid decisions, proposal development, submission, and clarification stages to ensure timely and compliant bid delivery
- Prepare and manage full tender submissions encompassing pricing, methodology, proposal strategies, schedules, CVs, and QA/QC plans to meet client and company standards
- Develop compelling, customized proposals that incorporate technical specifications, commercial terms, project timelines, and execution methodologies aligned with client requirements
- Conduct pre-bid meetings, site walk assessments, and tender clarifications to gather critical information and address client queries effectively
- Collaborate with Section Heads and the Head of Business Unit to formulate competitive bid strategies and pricing models that balance profitability and market competitiveness
- Coordinate cross-functionally with Installation, Maintenance, HV Testing, and Sales teams to consolidate accurate technical and operational inputs for proposals
- Identify contractual, technical, and commercial risks in tenders and propose mitigation strategies to minimize exposure and enhance bid success
- Ensure all tender submissions comply with client requirements, tender instructions, and company quality standards, maintaining a library of standard proposal templates and documentation
- Monitor tender announcements from key Singapore utilities and industrial clients (e.g., SP Group, SMRT, LTA, major data centres) and analyze bid outcomes to drive continuous improvement
- Develop marketing materials, capability statements, and service brochures to support business development and client engagement efforts
Required competencies and certifications
- Proven ability to manage complex bid processes and deliver technically and commercially compliant proposals within the electrical power, energy, or construction sectors
- Strong technical writing, editing, and communication skills to produce clear and persuasive proposal documents
- Proficient in Microsoft Office Suite (Word, Excel, PowerPoint) and experience with CRM or tender management software to manage bid workflows efficiently
- Strong organizational skills to manage multiple deadlines and priorities in a high-pressure environment
- Commercial acumen with attention to detail to ensure profitability and compliance in bid submissions
Preferred competencies and qualifications
- Bachelor’s Degree in Electrical Engineering, Quantity Surveying, Business Administration, or a relevant technical discipline
- Minimum of 7-10 years of experience in bid management, proposals engineering, contracts management, or project estimation within Singapore’s electrical power, energy, or construction sectors
- Demonstrated track record of securing medium voltage (MV) and high voltage (HV) projects
