Job Summary: Lead the full tender lifecycle and develop competitive proposals for MV/HV projects within the electrical and energy sectors.
Responsibilities
- Lead and coordinate the entire tender lifecycle, including opportunity tracking, bid/no-bid decisions, proposal development, submission, and clarification stages.
- Prepare and manage full tender submissions (pricing, methodology, proposal strategies, schedules, CVs, QA/QC plans).
- Maintain relationships with clients and pipelines (SP Group, utilities, EPCs, contractors).
- Track tender success rates and pipeline forecasting.
- Manage the creation of compelling, bespoke proposals that meet all client specifications, incorporating technical details, commercial terms, project timelines, and execution methodologies.
- Conduct pre-bid meetings, site walk assessments, and tender clarifications.
- Collaborate closely with the Section Heads and the Head of Business Unit to formulate winning bid strategies and establish competitive pricing that ensures profitability.
- Act as the central point of contact, coordinating inputs from Installation, Maintenance, HV Testing, and Sales teams to ensure all technical and operational aspects of the proposal are accurate and aligned.
- Coordinate with relevant technical teams for accurate cost estimates.
- Identify contractual, technical, and commercial risks associated with each tender, proposing appropriate mitigation strategies within the proposal documents.
- Ensure all submissions are compliant with client requirements, tender instructions, and company quality standards. Maintain a library of standard proposal templates and documentation.
- Keep abreast of tender announcements from key Singapore utilities and industrial players (e.g., SP Group, SMRT, LTA, major data centres) and analyse reasons for successful/unsuccessful bids to drive continuous improvement. Develop marketing materials, capability statements, and service brochures.
Qualifications
- At least 7 years of experience in bid management, proposals engineering, contracts management, or project estimation within the electrical power, energy, or construction sectors in Singapore.
- Proven track record in securing MV/HV projects.
- Strong technical writing, editing, and communication skills.
- Excellent organisational skills with the ability to manage multiple deadlines.
- High proficiency in Microsoft Office applications; experience with CRM or tender management software is an added advantage.
- Strong commercial awareness and attention to detail.
