Job summary

A governmental defence agency in Singapore is looking for a finance manager to oversee all financial matters related to its unit and sub-units. The role includes managing internal controls, ensuring compliance with finance policies, and providing strategic guidance on financial resource management. Candidates must possess at least 5 years of finance management experience and a relevant educational background in Finance or a related field. Strong contract management knowledge is preferred, along with excellent analytical and interpersonal skills.

Qualifications

  • Education in Finance or a related field.
  • At least 5 years of experience in finance management, preferably with knowledge of contract management.
  • Preferably with knowledge of accrual and cost accounting.
  • Good knowledge of accrual and cost accounting as well as contract management.
  • Meticulous.
  • Good communication, interpersonal, and analytical skills.

What The Role Is

You manage and advise on all finance matters related to a unit and its sub-units.

What You Will Be Working On
  • Manage and advise on finance matters
  • Implement internal controls, processes, and finance systems
  • Ensure compliance with finance policies by strengthening financial governance and cultivating robust finance governance culture
  • Provide guidance on best practices for effective fund and resource management and propose actions to improve performance
  • Align financial management with operations and training needs
  • Conduct regular internal audits and assist formation for cross-units audit when required
  • Ensure timely assessment and consolidation of both short‑term and long‑term budget requirements during budget planning exercises
  • Consolidate, prioritise and allocate funds and resource budget requirements for unit
  • Manage and optimise funds allocated to unit to fulfil daily operations and execute emergency procurement to fulfil operational requirements
  • Monitor and track fund and resource budget performance for unit and highlight areas of concern to leadership
  • Manage complex contracts across different domains with various defence partners in public and private sectors to fulfil operational requirements
