We are seeking a passionate and dynamic Manager/Assistant Manager (Talent Management) to join the Organisation & Professional Development (OPD) team.
Reporting to OPD’s Function Lead, you will play a pivotal role in driving and shaping Talent Management portfolio at both operational and strategic level. You will support the design and execution of high‑impact initiatives that build organisational capability, drive employee engagement and wellness, support transformation efforts, and foster a culture of continuous learning and development.
Key Responsibilities:
- Review and improve current talent frameworks and processes to ensure they are effective, scalable, and aligned with evolving Foundation and workforce needs.
- Develop competency‑based and data‑driven Leadership Development strategies and interventions to ensure that the organisation attracts, selects, develops and promotes leaders with the right values and capabilities.
- Partner Department Leaders to develop and implement a robust succession planning process to ensure leadership continuity and address future talent needs.
- Develop/Curate and implement suitable methods, new approaches, and curriculum for Leadership Development programmes, to create effective and high‑Performing Leaders & Leadership Teams.
- Review and evaluate effectiveness of leadership development plans and initiatives with a view to assess and monitor the impact of interventions at the individual and organisational levels via 360 exercises and other suitable methods.
- Develop and implement Talent/ Leadership Engagement & Networking initiatives for engaging talent and leaders in the Foundation.
- Play a key role in the engagement and development of Talents & Scholars under the Talent Management framework, through the full assessment and selection of potential scholars, budget management, and structuring and operationalising of individual development plans for the relevant groups of individuals.
- Provide leadership as part of the Foundation’s Capability Development Committee (CDC) Secretariat, driving discussions and implementation of policies and initiatives.
- Partner with the Foundation’s Senior Leadership on performance interventions, development plans, and talent decisions.
- Lead and execute initiatives to enhance employee engagement and wellness, fostering a positive and supportive work environment.
- Analyse and diagnose organisational health and challenges through data and stakeholder interactions, designing strategic interventions tailored to the Foundation’s needs; and to lead the roll‑out and adoption of these changes with a focus on sustainable impact; and ultimately driving improvements in both departments and the broader organisation.
- Lead and continuously improve the onboarding experience for new hires.
- Review policies and process to ensure alignment with current market practices and the Foundation’s needs.
- Support ad‑hoc projects assigned by OPD Function Lead/HOD.
The Ideal Candidate:
- Possess at least 6 years of related HR experience in at least one of the following Talent Management, Culture Transformation and Employee Engagement.
- A self‑driven and critical thinker who is also learning agile and believe that a growth mindset is critical to developing yourself and others.
- Able to organise and lead teams with minimal supervision with a high level or proficiency in communication, presentation, project management and analytical skills with a proven ability to navigate a fast‑paced environment and balance multiple priorities and competing demands.
- Meticulous and able to manage a sizable volume of training and personnel data for execution of programmes.
- Comfortable with ambiguity and complexity, possessing lateral thinking and high level of problem‑solving ability.
- Possess an appreciation of AI and its potential business applications and how it can enhance and improve organisational effectiveness and efficiency.
- Working knowledge of Microsoft Power Platform (Power BI, Power Apps, Power Automate) is an added advantage.
- Possesses facilitation and instructional design experiences, and either the WSQ Advanced Certificate in Training and Assessment (ACTA) or WSQ Advanced Certificate in Learning Performance (ACLP) is an added advantage.
Note: The successful candidate will be offered a 2-year contract in the first instance.
