Job Summary
The M&E Technical Director is responsible for providing strategic leadership, technical governance, and overall management of Mechanical & Electrical (M&E) aspects for major building and civil engineering projects. The role oversees project planning, design coordination, technical compliance, and innovation across all M&E disciplines, ensuring projects are delivered to specification, within approved timelines and budgets. The M&E Technical Director acts as the principal subject matter expert for M&E systems, driving best practices, value engineering, and continuous improvement across the Company.
Key Responsibilities and Duties
Leadership & Strategy
Provide overall technical leadership and direction for all M&E works across projects.
Lead and manage M&E technical teams, including engineers, coordinators, and specialists.
Establish and implement M&E technical standards, guidelines, and best practices within the Company.
Mentor, train, and develop M&E technical personnel to strengthen organizational capability.
Design & Authority Coordination
- Lead coordination of M&E design drawings with consultants to ensure compliance with statutory authority requirements.
- Review, assess, and approve M&E design proposals, shop drawings, construction methods, and material submissions.
- Liaise closely with Architectural, Structural, and BIM teams to resolve design and constructability issues.
- Represent the Company in technical meetings with consultants, clients, and authorities.
Project Planning & Execution
- Develop project execution strategies including M&E construction methodology, logistics planning, equipment deployment, manpower planning, and project schedules.
- Monitor, review, and report M&E work progress, identifying risks and proposing mitigation measures.
- Work closely with Project Managers to ensure optimum constructability and efficient project delivery.
- Provide technical inputs for tender reviews, project costing, and procurement strategies.
Technical Problem Solving & Innovation
- Review and resolve complex M&E technical and construction issues.
- Provide value engineering proposals to optimize cost, performance, and sustainability.
- Drive the adoption of new and emerging M&E technologies to improve productivity and reduce waste.
- Develop metrics to assess the effectiveness and success of new technologies implemented.
Digital Delivery & BIM
- Ensure compliance with approved BIM Execution Plans and BIM Scope of Works.
- Oversee development, coordination, and integration of M&E models for seamless design and construction workflows.
- Lead the execution of Integrated Digital Delivery (IDD) implementation plans for M&E works.
- Ensure accurate and timely M&E information delivery at all project milestones.
Compliance & Continuous Improvement
- Ensure all M&E works comply with statutory regulations, codes of practice, and contract requirements.
- Implement operational improvements to enhance productivity, quality, and safety.
- Conduct regular technical reviews and meetings to track progress and address challenges.
- Perform any other duties assigned by Directors and Management.
Requirements & Qualifications
- Minimum 10 years or more of relevant experience in M&E engineering within the construction industry.
- Proven experience as an M&E Technical Director or Senior M&E Technical Lead.
- Completed at least two (2) projects in Singapore as M&E Technical Director or equivalent role.
- Experience in large-scale projects (e.g. hospitals, offices, laboratories) with contract values exceeding S$200 million.
- Strong knowledge of Singapore statutory requirements and authority submission processes.
- Extensive experience in BIM, IDD, and digital construction delivery.
- Excellent leadership, coordination, and stakeholder management skills.
- Ability to provide strategic technical direction while remaining hands-on with complex project issues.
