Overview
The Human Resources Officer III position is a specialized role within the Department of Education, reporting directly to the Director of the Employee Relations Branch. This role serves as a resource for the Board of Education and the Department's Negotiation team.
Responsibilities
- Administer, direct, and coordinate research, technical information, and assistance to the negotiations teams.
- Develop and analyze employer negotiating positions; review amendments/modifications to employer proposals; evaluate issues pertaining to collective bargaining and their impact on Department operations, costs, and employees.
- Direct and coordinate the Consult and Confer process with departmental and exclusive union representatives; review Department documents for contractual implications; analyze contractual issues to determine if mandatory bargaining is warranted.
- Assist the Director of the Employee Relations Branch in budget development and monitoring expenditures of the Negotiations Section.
- Render contract interpretations and provide administrative supervision over the Negotiations Section.
Qualifications
- Bachelor's degree in business administration with a specialization in human resource management, or management with coursework in personnel administration and industrial relations.
- At least seven years of professional work experience in human resource management, with three years in an education program, agency, or system.
- Experience in contract negotiations/resolution, the collective bargaining process, or legal drafting is desired.
- Knowledge of personnel administration, leadership and group dynamics, organizational change, labor problems, business statistics, and principles of supervision and management.
- Strong oral and written communication skills; ability to plan, organize, and direct functions and activities in the area of assignment.
Details
- Full-time position with salary range from $118,497 to $167,742.
- 12-month appointment with vacation and sick leave provided according to applicable regulations.
