The Human Capital Office is looking for a Project Manager to join their team! In this role, you will play a key role in the office, driving strategic and tactical efforts to manage the delivery and coordination of projects across Human Capital. You will support the facilitation of effective communications and relationships among Human Capital division and strategic planning efforts for the department. As a member of the Chiefs Office, you will promote the values of collaboration, belonging, information sharing, employee experience, engagement, and knowledge transfer.

You will be responsible for supporting Human Capital experts and leadership by facilitating team coordination, planning, and execution this includes moderating strategy and tactical sessions for Human Capital initiatives. The Program Manager will monitor progress of projects to ensure they are in scope and on budget and effectively meet objectives. You will use your understanding of project management and organizational dynamics to ensure the successful delivery of key programs/initiatives.

The Project Manager will help keep the Human Capital team on task in ensuring the successful adoption and sustainability of high-priority initiatives to meet the agencys standards and priorities in the long term. This will include partnering with subject matter experts to use data to study program effectiveness, identify trends and issues, recommend solutions, and report on accomplishments, as well as devising measures for effective promotion, employee education/training, and leadership engagement/advocacy, all of which is essential to integrating initiatives into the culture.

With projects spanning all areas of Human Resources (HR) and Labor Relations (LR), the Program Manager will learn how all of Human Capital functions work together to deliver a high-quality experience for our employees, job applicants, and retirees.

Essential Functions

• Develop and manage project plans and roadmaps for key departmental projects and initiatives. This includes coordinating with project leaders and key stakeholders both within the department and across the agency.
• Conduct monthly workstream meetings to ensure ongoing management of project plans and deliverables and explore other methods for improving departmental coordination/communication; Identify and properly elevate risks to project milestones and delivery.
• Partner with the Chief Communications Office to support communication of priority programs; review and facilitate executive review of agency broadcasts and update content on eNet and other platforms as needed; Review weekly Executive Directors report.
• Gather high-level information and provide business analysis for the assigned project phases and the strategies and tactics that will assist the planning and communication of all ongoing projects.
• Coordinate and manage department/agencywide priority projects and initiatives to ensure coordination among all Human Capital divisions and key agency stakeholders.
• Review and approval of board items and other types of spending authorizations; Collaborate with Manager of Business Performance to identify a budget or offset for special initiatives.
• Support effective executive communication on behalf of the Chief, including presentation decks for the Chiefs Office on project updates, executive briefings, and other priority initiatives; monitoring/reporting Executive Performance Metrics for Chiefs/Directors; and support the departments efforts to streamline and improve the impact of project reporting.
• Coordinate strategic planning effort that will result in refreshed Human Capital values and 3-5 year workplan.
• Work with Program Directors and project leads to identify key performance metrics for each division of Human Capital and gaps in ability to assess value and impact of work on employees and agency objectives.
• Devise innovative and creative content and communication strategies to help improve employee morale and experience, collaboration, and workplace culture within the department and beyond critical to effective implementation and sustainability of Human Capital initiatives, administration policies/processes, and service delivery.
• Ability to adjust to rapidly changing priorities.
• May perform other duties and participate and/or lead other special projects as assigned.

Qualifications

Candidates must present the following qualifications to be considered eligible for this position:

• Bachelors degree in business administration, human resources, labor relations, or a related field or equivalent experience.
• Minimum of two years experience in project management or program planning which included coordination with multiple stakeholders. Experience within the HR function is highly preferred.
