A recruitment firm in Singapore is seeking a Human Resource Manager to oversee payroll compliance and compensation packages while guiding training and development initiatives. The ideal candidate will have a degree in Human Resource Management and a minimum of 5 years of experience in a managerial role, preferably within a manufacturing environment. Strong knowledge of Singapore employment laws and payroll administration is essential. This role demands strategic oversight of employee compensation and benefits aligned with regulatory standards.
Ensure compliance with all statutory requirements and internal policies related to Compensation & Benefits and payroll, including MOM regulations, employee legislation, and Responsible Business Alliance (RBA) standards.
Oversee end-to-end payroll processing to ensure accuracy, timeliness, and compliance, including statutory submissions and reporting.
Maintain a competitive compensation structure through regular market benchmarking within the manufacturing, contract manufacturing, and semiconductor industries.
Plan and manage annual performance appraisal, merit increment, and bonus exercises to ensure timely and accurate execution.
Review and recommend compensation packages for salary adjustments, promotions, and role upgrades in line with approved guidelines and budgets.
Lead manpower and compensation cost planning as part of the annual budgeting process.
Monitor market trends, industry practices, and regulatory changes impacting compensation, benefits, and payroll.
Develop, review, and update HR policies and procedures related to compensation, benefits, and payroll.
Act as the main point of contact for HRI and HRMC matters.
Support HR improvement initiatives and participate in projects to enhance organizational effectiveness.
Guide and support the HR Administrator in coordinating Training & Development activities.
Identify training and development needs to support employee capability building and career development.
Conduct training needs analysis using competency frameworks and recommend appropriate learning solutions.
Partner with stakeholders as an internal consultant to design and implement learning and development initiatives.
Degree in Human Resource Management or a related field.
Minimum 5 years of relevant experience in a managerial or supervisory role, preferably in a manufacturing environment.
Strong knowledge of Singapore employment laws, payroll administration, HR best practices, compensation and benefits, and training and development.
Familiarity with Responsible Business Alliance (RBA) requirements is an advantage.
