Job description

Job Purpose: The Employee Care Manager is responsible for leading and managing the full spectrum of Human Resources functions to support the company’s business objectives. This role ensures effective people management, compliance with employment legislation, and the development of a positive and productive workplace culture.

Key Responsibilities
  1. HR Strategy & Advisory - Partner management and line leaders to align HR strategies, manpower planning and compensation structures with business needs; Provide HR advisory support on organisation design, workforce planning and change management initiatives.
  2. Employee Relations & Workplace Practices - Manage employee relations matters including grievances, disciplinary actions, investigations and dispute resolution; Promote fair, consistent and compliant workplace practices in line with Tripartite Guidelines; Support employee engagement initiatives and action plans.
  3. Recruitment & Talent Management - Oversee end-to-end recruitment, selection and onboarding processes; Ensure compliance with Fair Consideration Framework and recruitment-related regulations; Develop talent development, succession and retention strategies.
  4. EC Operations, Payroll & Benefits - Oversee EC operations including payroll, leave administration, employee benefits and HR systems; Ensure payroll accuracy and compliance with statutory contributions (CPF, SDL, etc.); Manage and monitor outsourced vendors (e.g. payroll, recruitment, training providers).
  5. Learning & Development - Identify training needs and implement learning and development programmes; Manage training budgets, claims and training-related reporting.
  6. Labour Law Compliance & Statutory Reporting - Ensure full compliance with Singapore employment legislation and Tripartite Guidelines; Keep abreast of changes in labour laws and advise management on implications; Oversee submission of statutory reports and surveys, including: Ministry of Manpower (MOM) statutory surveys, CPF, SDL and other statutory submissions, Other labour-related regulatory returns as required; Ensure proper maintenance of employment records and HR documentation.
  7. Budgeting & Cost Management (Personnel Expense & EC Budget) - Lead the annual Personnel Expense (PE) budgeting process, including manpower costs, salary revisions, bonuses, allowances and benefits; Work closely with Finance and department heads on headcount planning and cost projections; Monitor PE against budget, analyse variances and provide regular cost reports to management; Prepare and manage the annual EC departmental budget, ensuring cost control and optimal utilisation of resources; Recommend cost optimisation measures while balancing talent attraction, retention and compliance needs.
  8. Policies, Governance & Risk Management - Develop, review and implement HR policies to ensure legal compliance and good governance; Identify HR-related risks and implement mitigation measures; Support internal and external audits related to EC, payroll and labour compliance.
  9. Industrial Relations - Manage union relationships and collective agreement administration; Support negotiations and ensure compliance with industrial relations obligations.
  10. Employee Care Team Leadership - Lead, coach and develop EC team members; Set performance goals and ensure capability development within the EC function.
Job Specifications/Requirements
  • Minimum Degree/Diploma in HR or other related field
  • Professional HR certification (e.g. IHRP, SHRM, CIPD) is an advantage
