Job Overview

The HOD ARCC is a leadership role within SNEF, responsible for establishing and driving the Advisory, Resource and Consultancy Centre (ARCC) as a one-stop platform for employers. This role is pivotal in delivering high-quality advisory, consultancy, and research services, scaling SNEF’s digital transformation in employer support, and strengthening SNEF’s position as the trusted authority on employment, workplace and workforce transformation matters. The HOD ARCC is both an independent contributor (capable of guiding employers on workplace and workforce challenges) and an aggregator and collaborator who aligns internal teams and external stakeholders to achieve ARCC’s deliverables.

Key Responsibilities
  • Strategic Leadership: Formulate and execute strategies for ARCC to deliver integrated advisory, resource and workplace/workforce consultancy services aligned with SNEF’s mission.
  • Service Excellence: Track and augment the provision of advisory and consultancy services covering workplace and workforce transformation, employment law, HR best practices, ensuring high standards of delivery.
  • Innovation & Digitalisation: Champion the design and implementation of ARCC’s virtual resource centre, AI-driven chatbot solutions, and digital platforms to improve efficiency, accessibility, and employer self-help.
  • Research & Knowledge Development: Collaborate with the SNEF Research Centre and external experts (when needed) to generate insights, case studies, and HR playbooks to reinforce SNEF’s thought leadership and support progressive employment practices.
  • Programme & Grants Management: Collaborate with the SNEF Grants Management Office to ensure effective provision of one-stop services guiding employers in navigating workforce and workplace schemes managed by SNEF.
  • Cross-functional Collaboration: Work closely with other SNEF departments to integrate ARCC initiatives and deliver holistic workplace and workforce transformation.
  • Stakeholder Engagement: Build and sustain partnerships with government agencies (e.g., MOM, WSG, HPB), unions, industry stakeholders, and external consultants to strengthen SNEF’s advocacy and employer support role.
  • External Representation and Outreach: Represent SNEF and ARCC in forums and industry dialogues, advocating employer perspectives on workplace and workforce transformation and policies; and promoting SNEF workplace and workforce programmes.
  • Performance Management: Define and monitor KPIs, including advisory volumes, case study publications, employer engagements, and digital adoption milestones, ensuring accountability and measurable outcomes.
  • Resource & Talent Management: Oversee the ARCC budget (~$3.7m over 3 years) and cultivate a multidisciplinary network of consultants, researchers, IT specialists and grants officers, fostering a culture of excellence and innovation.
Requirements
  • Qualifications in Business, Law, Human Resource, or related field; postgraduate qualifications are an advantage.
  • At least 10 years of leadership experience in consultancy, project management, or workplace/workforce transformation.
  • Basic working knowledge of Singapore’s employment laws.
  • Demonstrated success in leading large-scale strategic initiatives and delivering measurable outcomes.
