The Facilities Manager shall have a multi-disciplinary background and experience in planning, management, technical and contract procurement skills and with a good knowledge of statutory requirements for building management and maintenance. The Facilities Manager shall be the overall charge of the Property and facilities, managing and executing the Contract
Qualifications
The Facilities Manager should possess a minimum Degree in any discipline from a recognised tertiary establishment with at least 5years’ experience in Facilities Management or any related fields. Those without degrees but with minimum 5 years of proven Facilities Management background may be considered by the SO. The Facilities Manager for Foreshore Properties must also be a Green Mark Facilities Manager. Good to possess FSM Certificate.
The duties of the Facilities Manager shall include but not limited to the following:
- plan and define the individual and/or bulk items of work by the appropriate professional disciplines and specialists, together with obtaining the necessary approvals and security clearances from the SO or his representatives, occupants, SPF, SCDF, security and any other relevant Authorities and Government agencies;
- prepare regular status reports in an acceptable format to the SO or his representatives;
- develop strategies for contract supply chain appropriate to the works involved and where necessary manages the preparation of suitable tender specifications and documentation for Authority’s Contractor, sub-contractors or service providers;
- preparation of Schedules of Rates as required to supplement the existing one, assist the Authority in calling and evaluation of tenders or quotations and make recommendation for the SO or his representatives’ acceptance;
- for additional scope after award of contract, Contractor is to assist the Authority to source for quotations from other vendors;
- advise the SO or his representatives to improve existing service delivery including ensuring all Standard Operating Procedures (SOPs) and Concept of Operations (CONOPs) are in-placed;
- manage and monitor all the contractors and sub-contractors’ performance, including those appointed by the Authority, to ensure safety and quality and the workflows are in accordance with the SOPs and procedures formulated for the Property;
- implement and hold regular meetings with the management of Authority’s Contractor and sub-contractors for maintenance and other services for the Property, monitor their work progress, address issues arising, and ensure compliance of their respective contractual requirements and deliverables and compliance with SOPs;
- represent the Authority to address any tenant issues that arise
- lead and manage the security requirements of the Property together with the security contractor(s) appointed by the Authority;
- ensure smooth day-to-day Facilities Management operations of the Property;
- co-ordinate and manage the Integrated Facilities Management contractor team, subcontractors and Authority’s Contractors. Collate and manage including digitising all technical specifications, Operation and Maintenance Manual documentation, drawings and compile all maintenance programs from all sub-contractors, and Authority’s contractors. Track and monitor the maintenance programs by using the appropriate software and spread sheets;
- carry out daily including planned inspections and quality control;
- supervise the Facilities Technicians, Property Executives and those from sub-contractors and Authority’s Contractors;
- manage emergency and ad-hoc repairs, breakdowns and troubleshooting. Provide technical support and attendance where necessary. Manage and act as the co-ordination point among the various sub-contractors and/or Authority’s Contractors;
- deal with incidents, complaints, breakdowns and repairs. Be fully competent in providing engineering and technical assessment in trouble-shooting, identifying the appropriate causes, review and implement the appropriate solutions to be executed by the subcontractors and other service providers;
- consolidate and provide SOPs, technical reports or findings to the SO or his representatives;
- oversee the management of the Permit to Work process
