Overview

We are seeking an accomplished Director – Technical & Commercial to provide executive leadership and strengthen our technical and commercial operations. The position requires a senior professional with extensive FPSO and offshore experience and a proven record of managing complex engineering and commercial functions.

Key Responsibilities

• Provide strategic leadership and oversight across all technical and commercial domains of the company.
• Direct and supervise engineering, construction, integration, and commissioning activities for FPSO projects.
• Drive business expansion initiatives, identify new commercial opportunities, and support sustainable organizational growth.
• Ensure full compliance with contractual, regulatory, and commercial frameworks, including drafting, reviewing, and managing complex oil and gas agreements.
• Maintain strict adherence to Brazilian regulatory and operational requirements, including: Brazilian Navy (Marinha do Brasil) compliance, ANP (Agência Nacional do Petróleo) regulations, NRs (Normas Regulamentadoras) and NORMAM maritime standards.

Candidate Profile

• Minimum 25 years of experience in the oil and gas industry, with substantial exposure to FPSO engineering, construction, and operations.
• Strong technical foundation in process engineering, construction, integration, commissioning, and offshore operations.
• Demonstrated capability in commercial management, business development, and organizational growth.
• In‑depth understanding of oil and gas contracts, regulatory frameworks, and compliance obligations.
• Proven experience working with Brazilian authorities, regulatory bodies, and Petrobras.

Regulatory & Compliance Responsibilities

• Ensure full compliance with Brazilian regulatory frameworks governing FPSO units, including ANP, NRs, NORMAM, IBAMA, and Local Content (REPETRO) requirements.
• Manage regulatory compliance procedures, philosophies, specifications, and documentation required for licenses, permits, and operational consents.
• Develop, implement, and maintain company policies and procedures arising from new laws, regulations, and operational requirements.
• Lead the rollout and training of new or updated policies, directives, and compliance frameworks.
• Manage client interfaces for regulatory validation, safety case submissions, and compliance support.

Technical & Operational Competencies

• Regulatory Framework Management: Expert knowledge of Brazilian offshore regulatory regimes (ANP, NRs, NORMAM).
• Asset Integrity & Compliance: Oversight of FPSO construction, integration, and operational audits to ensure safety and integrity.
• Local Content Compliance: Management of REPETRO and related local content obligations.
• Technical Compliance: Assurance of compliance for lifting equipment, pressure vessels, electrical systems (NR‑10), and other critical equipment.
• Authority & Classification Interface: Effective liaison with regulatory bodies, classification societies, and client representatives.
• Operational Excellence: Extensive experience in process plant operations, water injection systems, commissioning, start‑up, and offshore operations.
