Job summary

A leading engineering firm in Singapore is seeking a Development Engineer to lead early phases of refinery capital investment projects. Responsibilities include managing feasibility studies, developing solutions alongside engineering teams, and overseeing project phases for a smooth transition to operation. The ideal candidate has a Bachelor’s or Master’s in Chemical or Mechanical Engineering and a minimum of 3 years' experience in project development, particularly in the refining or petrochemical sector. This is a 6-month contract position with an option to extend.

  • Minimum 3 years' experience in a Project development and/or Execution role, preferably within the refining or petrochemical industry.
  • Ability to work independently and manage project timelines effectively.
  • Able to work for 6 months contract with option to extend.

Job description
  • Responsible for the early phases of refinery capital investment projects, conducting technical and business evaluations, and preparing investment concepts according to company Plant Investment Process.
  • Leads pre-study and feasibility studies to finalize project scope for definition and execution decisions. This project phase involves working closely with key internal stakeholders from Operation, Maintenance, and HSSEQ.
  • Develop solutions by working closely with in-house engineering, external vendors, and contractors in the planning and execution of technical development projects within the Renewable Refinery.
  • The Development Engineer's accountability extends throughout the entire project lifecycle. This encompasses overseeing pre-commissioning, commissioning, and start-up planning, ensuring a smooth transition from development to operation.
  • The investment project solution shall address: Safety, regulatory compliance, plant availability, and improve plant productivity.
  • Ensure all project documentation is complete, accurate, and maintained according to company standards.
Qualifications and Requirements
  • Bachelor’s or Master’s degree in Chemical Engineering, Mechanical Engineering, or other related field.
  • Minimum 3 years' experience in a Project development and/or Execution role, preferably within the refining or petrochemical industry.
