Delivery Manager (SaaS) – Platform Experience (10+ Years)
Role Overview
We are seeking a highly experienced Delivery Manager to lead the delivery of SaaS platform initiatives in enterprise and government environments. The role requires strong experience with platforms such as ServiceNow, Salesforce, or Pega, along with a proven ability to operate as a Scrum Master and manage a cross-functional delivery squad. You will drive end-to-end delivery, oversee Agile execution, ensure compliance with government frameworks, and maintain high standards across development, testing, and operations.
Key Responsibilities
1. Project Management & Agile Delivery
- Lead end-to-end delivery of complex SaaS application development projects.
- Serve as Scrum Master for the delivery squad—facilitating sprint ceremonies, removing blockers, and promoting Agile best practices.
- Track project timelines, sprint progress, resource allocation, risks, and change requests.
- Oversee automated testing frameworks, CI/CD pipelines, and release governance.
- Ensure alignment to client standards, government policies, and compliance frameworks.
- Manage client-provided environments, deployments, configuration, and data migration.
- Deliver the first major initiative within 6 months; subsequently drive releases every 4–6 months.
- Use SGTS tools (GitLab, Jira) to manage sprints, releases, risks, and delivery artifacts.
- Develop a long-term product roadmap aligned with business strategy.
2. Squad Leadership
- Manage a multi-disciplinary delivery squad (developers, testers, BA, DevOps).
- Ensure balanced capacity across new development, enhancements, and BAU maintenance.
- Foster a culture of ownership, velocity, and continuous improvement within the squad.
- Coach team members on Agile practices, quality standards, and delivery expectations.
- Guide backlog grooming, sprint planning, and release readiness.
3. Business Analysis
- Conduct workshops to capture business requirements, workflows, and future-state processes.
- Maintain and prioritise the product backlog together with product owners and stakeholders.
- Define and validate user stories, acceptance criteria, and workflow changes.
- Perform gap analysis across current-state and target-state processes.
- Support UAT preparation, test case definition, and acceptance validation.
- Ensure deliverables generate measurable business outcomes and KPIs.
4. Stakeholder Management & Change Support
- Lead discovery sessions, requirement workshops, and sprint demonstrations.
- Communicate progress, risks, and mitigation strategies clearly to stakeholders.
- Provide onboarding, training, and user adoption materials.
- Support change management planning and business readiness activities.
5. Documentation & Knowledge Management
- Maintain SOPs, user guides, architectural diagrams, and integration specifications.
- Build and maintain a knowledge base for recurring issues and standard resolutions.
- Ensure documentation quality meets audit, compliance, and government standards.
Experience & Requirements
- 10+ years delivering enterprise application development or platform projects.
- 4+ years of hands-on experience with ServiceNow, Salesforce, or Pega.
- SAFe Product Owner Certification
- Proven experience working as a Scrum Master or Agile Delivery Lead.
- Strong track record managing cross-functional delivery squads in Agile environments.
- Experience with CI/CD, automated testing, DevSecOps, and secure delivery pipelines.
- Strong communication and stakeholder management skills in government/enterprise settings.
- Knowledge of Singapore Government frameworks (IM8, security policies, standards) is an advantage.
