Job description

Contract Manager to lead all contractual, commercial, and procurement functions for major LTA infrastructure projects, including diaphragm wall (D-Wall), deep excavation, tunnelling, and heavy civil works.

This is a strategic role for a senior professional with strong knowledge of LTA contract requirements, risk management, and cost governance.

About the Role

As the Contract Manager, you will provide commercial leadership from pre-construction through final account, ensuring the company’s contractual and financial interests are fully protected.

You will manage a contract team, guide project leadership on contractual matters, and lead interface with clients, consultants, and subcontractors.

Contract & Commercial Management
  • Lead full-spectrum contract administration for LTA civil projects (including D-Wall, ERSS, piling, underground works).
  • Review, interpret, and advise on all contract terms, obligations, and risk items under LTA Contract Conditions.
  • Manage claims, variations, Extension of Time (EOT) submissions, loss & expense claims, and final account negotiations.
  • Oversee subcontract procurement strategies, tender evaluations, commercial assessments, and award recommendations.
Cost Control & Reporting
  • Develop and manage project cost plans, cash flow forecasts, and commercial dashboards.
  • Monitor cost performance, identify variances, and recommend corrective actions.
  • Provide commercial insights to Project Director and Senior Management for strategic decision‑making.
Risk & Compliance
  • Identify contractual risks and propose mitigation strategies.
  • Ensure compliance with LTA specifications, guidelines, and procurement frameworks.
  • Lead dispute resolution matters, including preparing supporting documentation, negotiation strategy, and liaising with legal advisors when required.
Team Leadership
  • Mentor and lead a team of QS, Contract Administrators, and commercial staff.
  • Work closely with Project Managers, Planning, Design, and Construction teams to align contractual and commercial strategies.
  • Build strong relationships with LTA representatives, consultants, and subcontractors.
Requirements
  • Degree in Quantity Surveying, Civil Engineering, Building, or related discipline.
  • Minimum 10 years of contract / commercial management experience, with experience in LTA civil, ERSS, D-Wall, or deep excavation projects.
  • Preferably from an A1 Main Contractor background.
  • Proven track record in managing high‑value infrastructure or heavy civil engineering projects.
  • Strong understanding of LTA Conditions of Contract, PSSCOC, and public‑sector procurement requirements.
  • Excellent negotiation, analytical, leadership, and communication skills.
