Job Overview:
The Commissioning Manager leads and manages all commissioning activities for marine and offshore projects, specifically FPSO/FSO vessels, from pre-commissioning through to handover. The role ensures systems are safely and efficiently tested, commissioned, and verified to meet project specifications, class and client requirements.
Key Responsibilities
1. Project Planning & Management
- Plan, source and allocate manpower required for project completion
- Develop and implement commissioning execution plans, procedures, and schedules aligned with overall project milestones.
- Define system boundaries, sequence of commissioning, and interface with construction and operations teams.
- Review and approve commissioning documentation, test packs, and completion dossiers.
- Lead commissioning readiness reviews and coordinate system handover between Construction, Commissioning, and Operations.
2. Technical & Operational Leadership
- Supervise multi-disciplinary commissioning teams (mechanical, electrical, instrumentation, process, and marine).
- Ensure commissioning works are carried out in accordance with design intent, safety standards, and client specifications.
- Monitor progress, identify bottlenecks, and resolve technical issues promptly to maintain project schedule.
- Coordinate with OEMs and vendors during equipment pre-commissioning, functional testing, and troubleshooting.
3. HSE & Quality Compliance
- Enforce compliance with HSE procedures during commissioning and start-up activities.
- Lead risk assessments and ensure permits, isolation procedures, and safety controls are in place.
- Verify all systems meet quality, class, and regulatory standards before handover to operations.
4. Documentation & Handover
- Manage system completion records, punch list clearance, and as-built documentation.
- Ensure smooth transition from commissioning to operations, including training of operations personnel.
- Prepare final commissioning reports and lessons learned documentation.
Qualifications & Experience
- Degree in Mechanical, Electrical, or Marine Engineering (or equivalent discipline).
- Minimum 8-10 years’ experience in commissioning roles within the FPSO/FSO, offshore production, or shipyard environment.
- Proven experience leading multi-disciplinary teams on large-scale offshore conversion or new-build projects.
- Strong understanding of process systems, control systems, marine utilities, and topside equipment.
- Excellent leadership, communication, and coordination skills.
