Key Responsibilities
Contract & Commercial Management
- Lead pre- and post-contract management, including tender reviews, contract negotiations, claims, and variations.
- Ensure compliance with Singapore’s Building and Construction Authority (BCA), Land Transport Authority (LTA), and Ministry of Manpower (MOM) guidelines.
- Manage main contract and subcontract agreements, ensuring timely execution and risk control.
- Oversee preparation, review, and submission of claims, cost variations, and contractual correspondences.
Financial & Cost Control
- Monitor project budgets, cash flow, and cost forecasts to ensure profitability and financial discipline.
- Oversee monthly progress claims, payment certifications, and final account settlements.
- Implement cost control measures and value engineering to optimize project margins.
Stakeholder Engagement
- Liaise with clients, consultants, subcontractors, suppliers, and internal project teams on all commercial matters.
- Provide commercial advice and support to Project Directors, Managers, and Site Teams.
- Prepare and present commercial reports and financial updates to senior management.
Risk Management & Compliance
- Identify, assess, and mitigate commercial and contractual risks across projects.
- Ensure compliance with company policies, PDPA regulations, no-gift policy, and Business Code of Conduct.
- Support audits, insurance matters, and dispute resolution processes.
Qualifications & Requirements
- Bachelor’s degree in Quantity Surveying, Construction Management, Engineering, or related field.
- Minimum 8–12 years of commercial management experience in the construction/M&E industry, with proven track record in Singapore (preferably on large-scale infrastructure or building projects).
- Strong knowledge of standard forms of contracts (PSSCOC, SIA, FIDIC, LTA contracts).
- Proficiency in cost management, claims preparation, contract law, and dispute resolution.
- Excellent leadership, negotiation, and communication skills.
- Strong analytical and problem-solving abilities with attention to detail.
- Familiarity with ERP/Project Management systems and Microsoft Office Suite.
