The Chief Technology Officer (CTO) is a key executive role, reporting directly to the CEO. The CTO oversees Codex's entire technology landscape across software engineering, platforms, infrastructure, data, and AI innovation, supporting both internal capabilities and the delivery of secure, scalable, mission-critical solutions to our clients. The CTO oversees all technical aspects of the company, collaborates with other executives, and ensures the company stays at the forefront of modern engineering and applied AI.

1. Technology Strategy and Leadership

• Define and execute the company's technology vision, across software, data, infrastructure, and AI.
• Identify emerging technologies and trends, including AI, cloud platforms, and cybersecurity; and evaluate their relevance to Codex and Home Team agencies.
• Collaborate with the CPO, COO, and stakeholders to align product, data, and AI strategies with organisational and mission objectives.
• Develop and monitor yearly plans and budgets for the Technology Office, including platform engineering, R&D, and AI initiatives.

2. Software Development and Delivery

• Lead modern software development practices and champion strong engineering culture (cloud-native development, DevSecOps, secure enclaves, automation).
• Oversee system and solution architecture, ensuring high standards for performance, security, resilience, and maintainability.
• Establish robust quality assurance and testing frameworks.
• Ensure compliance with industry standards, data security regulations and AI governance requirements.
• Drive delivery of AI-enabled solutions; including Generative AI (LLMs, multimodal RAG, agents), analytics platforms, and intelligent systems while ensuring operational fit and compliance with government standards.

3. Innovation and R&D

• Lead R&D across software, cloud, data, and AI technologies (e.g. multimodal, Agentic AI) to develop high-impact capabilities for Home Team departments.
• Foster a culture of innovation.
• Build partnerships with technology providers and academic institutions.

4. Technical & AI Team Leadership

• Build, lead, and mentor a high-performing technical team across software engineering, platform engineering, AI / ML engineering, and data engineering.
• Develop a strong technical talent pipeline.
• Establish and grow internal AI product and delivery teams capable of supporting client deployments, integrations, and operations.
• Promote a collaborative, inclusive and growth-oriented engineering culture.

5. Collaboration and Stakeholder Engagement

• Work closely with the COO to plan, design, and deliver AI and automation initiatives that streamline corporate processes and improve operational performance.
• Partner with the CPO to translate and operational requirements into scalable architectures and technical deliverables.
• Engage with end users, partners, and stakeholders to identify technology and AI opportunities and provide technical guidance.

6. Risk Management and Security

• Identify and mitigate technical and AI‑related risks.
• Implement best practices for cybersecurity, secure development and responsible AI principles.
• Establish protocols for disaster recovery, incident management and continuous monitoring of both software systems and AI models.

• Extensive experience in technology leadership roles, preferably with deep expertise in software architecture, systems design, and modern engineering practices and the Singapore government domain.
• Strong expertise in software architecture, modern development methodologies, and IT infrastructure design (cloud and on‑premise).
• Proven track record of driving innovation and delivering scalable enterprise‑grade platforms, cloud / hybrid infrastructure, and mission‑critical systems.
• Strong background in platform engineering, infrastructure design, DevSecOps, and engineering process maturity.
• Broad understanding of applied AI domains including Language AI (LLMs, RAG, prompt engineering, agents), and multimodal AI.
• Experience deploying AI and software systems in privacy‑sensitive, off‑cloud, or enclave environments.
• Strong understanding of the AI lifecycle from experimentation, data preparation, and model evaluation to deployment, monitoring, and continuous improvement.
• Excellent leadership and team‑building skills.
• Strong problem‑solving and decision‑making abilities.
• Effective communication skills to convey technical concepts to non‑technical stakeholders.
