Job Description

The Centre Manager provides overall leadership and operational oversight of the Ang Mo Kio centre, ensuring the centre functions smoothly and delivers quality services aligned with CEF's mission. The role is responsible for coordinating daily operations, supervising staff and volunteers, strengthening community partnerships, and exercising on-site decision-making authority as the key representative of CEF within the community.

Role & Responsibilities
1. Centre Operations and Service Delivery
  • Oversee the day-to-day operations of the centre, ensuring a safe, welcoming, and well-maintained environment for seniors, volunteers, and visitors.
  • Accountable for centre readiness, service continuity, and issue resolution and acts as the first point of escalation for on-site operational incidents
  • Ensure programmes and services are delivered smoothly and in accordance with organisational standards and objectives.
  • Monitor centre schedules, space usage, and resources to optimise operational efficiency.
  • Ensure compliance with relevant policies, safety guidelines, and regulatory requirements.
  • Handle operational issues and incidents promptly, escalating matters when necessary.
2. Community and Grassroots Engagement
  • Build and maintain strong working relationships with grassroots organisations, community partners, and local stakeholders in the Ang Mo Kio area.
  • Represent CEF at community meetings, networking sessions, and outreach events.
  • Collaborate with partners to co-create or support community programmes that benefit seniors.
  • Support outreach efforts to raise awareness of CEF's services within the local community.
3. Volunteer Management
  • Recruit, onboard, and coordinate volunteers to support centre programmes and activities.
  • Provide guidance, supervision, and support to volunteers to ensure a positive and meaningful volunteering experience.
  • Plan volunteer engagement activities and recognition initiatives to encourage retention.
  • Ensure volunteers are briefed on relevant policies, safety procedures, and code of conduct.
  • Maintain accurate volunteer records and schedules.
4. Programme Support and Coordination
  • Work closely with programme staff to plan, coordinate, and support centre-based activities and events.
  • Provide operational and logistical support for programmes, workshops, and community events.
  • Gather feedback from seniors, volunteers, and partners to support continuous improvement of services.
5. Staff Supervision and Team Collaboration
  • Supervise centre-based staff, providing guidance, support, and performance feedback.
  • Foster a positive, respectful, and collaborative working environment at the centre.
  • Work closely with HQ teams (e.g. Operations, Finance, HR) to ensure alignment with organisational processes.
6. Administration, Reporting and Documentation
  • Maintain accurate records related to centre operations, attendance, incidents, and volunteer activities.
  • Prepare regular operational reports and updates for management.
  • Support data collection and reporting requirements for funders, partners, or internal reviews.
7. Risk Management, Safety and Compliance
  • Responsible for ensuring centre-level compliance and timely escalation of higher risk matters to management.
  • Ensure the centre complies with workplace safety, health, and hygiene requirements.
  • Identify operational risks and implement appropriate mitigation measures.
  • Ensure emergency procedures are in place and understood by staff and volunteers.
8. Undertake any ad-hoc projects assigned by management team from time to time

Reports to: Deputy Executive Director

  • Grassroots organisations (e.g. RCs, CCs, PA partners)
  • Community partners and service providers

  • Internal programme, operations, and corporate teams

  • Community-facing and operational role with a strong focus on partnerships, volunteer engagement, and centre-level service delivery
  • Centre operates safely and smoothly with minimal service disruptions
  • Strong and effective working relationships with grassroots partners in Ang Mo Kio
  • Active, stable volunteer pool supporting centre programmes and activities
  • Positive feedback from seniors, community partners, and volunteers
  • Timely and accurate operational reporting to management
Qualifications and Skills

Work Schedule
