A leading construction and engineering group in Singapore seeks a Chief Financial Officer (CFO) to provide strategic and operational financial leadership. The CFO will partner with the CEO and Board, managing financial strategy, governance, and compliance with SGX regulations. Candidates should have at least 10 years of finance leadership experience, preferably with exposure at the CFO level in an SGX-listed company. Strong expertise in construction and risk management is essential for success in this key leadership role.
The Chief Financial Officer (CFO) will provide strategic and operational financial leadership to an SGX-listed construction and engineering group with multi-project, multi-entity operations. Reporting directly to the MD and working closely with the Board and Audit Committee, the CFO will be responsible for financial strategy, capital management, governance, risk management, and ensuring full compliance with SGX, regulatory, and statutory requirements. This is a critical leadership role partnering the CEO in driving sustainable growth, capital efficiency, margin discipline, and long-term shareholder value, while strengthening financial controls and transparency across large-scale construction projects.
Act as a strategic business partner to the Group CEO and Board on financial planning, capital allocation, M&A, and long-term value creation.
Drive group-wide financial strategy aligned with business growth, order book visibility, and project profitability.
Lead budgeting, forecasting, cash flow planning, and financial modelling across multiple business units and projects.
Evaluate investment opportunities, joint ventures, acquisitions, and divestments, including financial due diligence and post-deal integration.
Oversee all SGX-related obligations including financial reporting, announcements, disclosures, and engagement with regulators.
Manage relationships with investors, analysts, banks, auditors, legal advisors, and regulators.
Support the Board and Audit Committee on governance, risk, internal controls, and compliance matters.
Lead annual reporting, sustainability reporting (where applicable), and AGM processes.
Oversee end-to-end finance operations including accounting, reporting, consolidation, tax, treasury, and audit.
Strengthen project cost controls, margin analysis, WIP, variation orders, claims management, and revenue recognition (POC).
Ensure accurate and timely financial close and reporting across all entities and projects.
Implement robust financial systems, policies, and controls appropriate for a listed construction group.
Manage group treasury, working capital, banking facilities, bonding, guarantees, and cash flow optimisation.
Oversee financial risk management including credit risk, FX exposure, liquidity risk, and contract risk.
Ensure effective insurance, bonding, and risk transfer structures aligned with project and corporate requirements.
Degree in Accounting, Finance, Business, or related field; CPA, CA, ACCA or equivalent preferred.
Minimum 10 years of progressive finance leadership experience, with exposure at CFO / C-1 / Finance Director level.
Prior experience in an SGX-listed company is highly preferred.
Strong background in construction, engineering, infrastructure, real estate development, or project-based businesses.
Knowledge of SGX listing rules, corporate governance, and regulatory compliance.
Expertise in project finance, cost control, cash flow management, and claims/variations.
Track record in capital raising, banking negotiations, and investor relations.
Commercially astute, hands-on, and able to operate effectively in both boardroom and site-level environments.
