Job summary

A leading engineering firm in Singapore is seeking a Senior Quantity Surveyor to lead contract administration and tender estimation processes. The ideal candidate will have over 8 years of relevant experience, strong negotiation skills, and a background in civil or structural engineering. Responsibilities include managing contracts, resolving disputes, and advising on risk management. This role requires effective collaboration with internal and external stakeholders.

Qualifications

Job description
Responsibilities
  • Lead and prepare tender estimation. Prepare/check quantity taking-off, summarize quantities for each job sequence.
  • Source suppliers & sub-contractors. Evaluate quotations. Ensure contractual compliance of tender submission.
  • Perform full spectrum of contracts administration including quotation, costing, tenders and contract documentation.
  • Pre-contract works including studying tender documents and drawings.
  • Negotiate terms & conditions for contracts with the Clients, sub-contractors, etc.
  • Prepare project cashflow, cost loading during tender stage.
  • Draft contracts/ agreements.
  • Handle all disputes arises on issues related to contracts from clients / consultants / sub-cons/ partners.
  • Support the project team on planning, scheduling and co-ordination of various projects; monitor project cost and cashflow.
  • Negotiate for contractual variation, settlement of claims, progress payments and finalizing project accounts.
  • Provides contractual advisory from the commercial perspective to the project through all stages: construction, subcontracting, completion and hand-over.
  • Provides support to the Quantity Surveyor team in the project, monitoring, reporting, planning and coordinating all aspects of their work.
  • Proactively engages in continuous improvement and review of existing processes, systems and policies that may support the project’s contract management and administration.
  • Advises on all contractual correspondence related to the project, considering commercial impact
  • Identify, assess and manage / advise on contractual risk
  • Communicates effectively with a wide range of stakeholders both verbally and in written notices eg. extension-of-time (EOT) , change order, etc.
  • (Is required to work both in Corporate office and/or at project sites.)
Requirements
  • Candidate must possess at least a bachelor's degree in civil/Structural Engineering, Building/ Quantity Surveying.
  • Able to work in a team and support the tender /projects in contract administration and cost control.
  • Strong knowledge of contract management processes, including negotiation, administration, and dispute resolution.
  • Possesses knowledge in construction/contract law & different standard forms of contracts.
  • Possesses leadership skills to manage internal and external stakeholders, thinks strategically and critically, exercising judgement after consideration for all aspects.
  • At least 8 years relevant experience in contract/commercial duty.
  • With 5 years Senior Quantity Surveyor work experience.
  • 2 years LTA or similar infrastructure project site experience.
  • Participated in the winning bid project is an advantage.
