About the job Assistant Manager (Marine HR), Operations

We are looking for an experienced Marine HR Assistant Manager (Operations) to join our global shipping client in Singapore. This role will assist the Marine HR Manager in leading the global Marine HR operations team. Key responsibilities include managing crew deployment, repatriation, travel logistics, ensuring timely crew rotations, and resolving crew-related issues, medical cases, and incidents. The ideal candidate should have at least 5 years of Marine HR experience, with knowledge of STCW, MLC 2006, crew management systems, and payroll processes.

RESPONSIBILITIES

  • Develop and implement long-term strategies for Marine HR Operations in alignment with organizational objectives. Identify and implement continuous improvement initiatives for HR operations, technology enhancements, and streamlined processes.
  • Monitor and ensure meeting the Marine HR KPIs for operational efficiency, crew welfare, and budget management.
  • Ensure timely and cost-effective crew changes across the fleet, minimizing downtime and operational delays.
  • Oversee medical care management for ship staff, providing critical decision‑making during major incidents, emergencies, and repatriation.
  • Set and track measurable team objectives and KPIs aligned with corporate goals.
  • Ensure forward planning and execution of crew rotations while optimizing crew travel and logistics costs. Monitor and achieve Marine HR Operations related KPIs and OKRs.
  • Oversee medical care management, including tracking medical cases, crew health assessments, and coordinating emergency cases and repatriations. Ensure the medical case are followed up and responded to in a timely manner.
  • Resolve escalated crew‑related issues, including performance concerns, onboard disputes, crew complaints and industrial complaints. Ensure a maximum 24‑hour response time for critical crew incidents.
  • Ensure full compliance with Flag State regulations, CDI standards, and international maritime labor conventions (MLC). Achieve 100% compliance with Marine HR related Flag and international regulations.
  • Monitor regulatory changes and proactively adjust operational policies to maintain compliance.
  • Serve as the primary crisis manager for major incidents, including industrial strikes, medical evacuations, or legal escalations etc. Maintain fully documented risk mitigation plans for all operational regions.
  • Prepare, track, and manage the Marine HR operations budget, ensuring financial efficiency and transparency. Ensure the DRC remains below the budget set for crew operations.
  • Perform financial analysis to identify cost‑saving opportunities and ensure adherence to budget allocations.
  • Manage expense approvals and disbursement processes to maintain financial accountability.
  • Build strong partnerships with internal and external stakeholders, including vessel operators, port agents, Flag authorities, and maritime unions.
  • Develop and implement talent management planning, including recruitment, onboarding, training and career development for Marine HR operations team.
  • Build leadership pipelines and succession plans for key operational roles.
  • Mentor and train team members as needed.
  • Undertake any additional responsibilities as directed by the Management.

QUALIFICATIONS

  • Bachelor's degree or Diploma in any discipline.
  • Over 5 years of working experience in a Marine HR portfolio (preferred).
  • Sailing experience (preferred).
  • Strong knowledge of STCW, MLC 2006, and related marine regulations, crew management systems, and payroll processes.
  • Good organizational and communication skills.
  • Proficiency in end‑user applications (MS Word, Excel, etc.).
  • Strong leadership and team management capabilities.
