Project Kuiper is Amazon’s low Earth orbit satellite broadband network designed to deliver fast, reliable internet to customers worldwide, serving households, schools, hospitals, businesses, government agencies, and other organizations in areas lacking connectivity.
Key Job Responsibilities
- Manage import and export customs compliance for Kuiper goods, including harmonized tariff classifications, country of origin determination, product valuation reporting, import license applications, and mandatory reporting for the APAC region, focusing on ASEAN countries and Japan.
- Review import documents for accuracy and completeness.
- Support Kuiper’s customs brokers with necessary data to enable entry filing.
- Monitor entry status of imports and provide updates to concerned departments on holds or delays.
- Take timely and compliant action to respond to import holds (e.g., Customs or other Government Authority holds).
- Upload and maintain electronic import files in a record retention repository for audit purposes.
- Complete HTS classification for Kuiper imports, maintain items database in the ERP system, support HTS challenges, and work with the direct manager and Legal on classification rulings as required.
- Analyze customs tariffs and duty rates and drive a duty mitigation strategy and program.
- Maintain Kuiper APAC customs compliance work instructions and SOPs, manage document revisions, and support continuous process improvement of the customs compliance program.
- Manage the customs compliance internal controls program to ensure compliance with regulations governing imports across the APAC region.
- Generate and communicate metrics of imports including transit time, compliance accuracy, cost, customs broker performance, and relevant data for leadership.
- Conduct internal assessments of compliance controls and implement necessary corrective actions.
- Provide compliance training to new employees and cross‑functional teams and keep training records.
- Analyze and interpret regional import regulations and own change management processes to implement changes as needed.
- Collaborate with supply‑chain, procurement, finance, tax and engineering functions to maintain compliance across import/export programs.
About the Team
The APAC Trade Compliance PM reports to the Sr. Manager Global Trade and is responsible for ensuring Kuiper’s compliance with laws and regulations in all countries where we operate. The role promotes the sustainability and longevity of Kuiper’s APAC customs compliance program by developing and implementing guidelines and procedures for customs compliance policy, and coordinating daily import transactions, including harmonized tariff classifications, country of origin determination, product valuation reporting, import license applications, mandatory reporting, handling exception shipments, free trade agreements, and more. The PM interfaces with internal and external customers, customs brokers, government officers, and functional areas to ensure compliance and coordination of imports and identifies improvement opportunities for Global Trade & Compliance initiatives.
Basic Qualifications
- 6+ years of relevant experience with customs and international trade programs in ASEAN countries and Japan.
- 6+ years of experience engaging customs brokers and handling import transactions end‑to‑end from shipment start to entry filing and record maintenance.
- 6+ years of experience with advanced Excel and ERP systems (preferably SAP) and ability to analyze and interpret data.
- 6+ years of experience auditing customs transactions, both self‑assessments and responses to external audits.
- 6+ years of experience in industry and/or academia.
- Professional level written and spoken proficiency in English.
Preferred Qualifications
- Customs Broker’s License.
- Knowledge of other government agency regulations in ASEAN countries and Japan in the aerospace or telecommunications industries.
- Comfortable with ambiguity and curiosity to learn new skills.
- Experience building or supporting a compliance program from the ground up in a start‑up environment.
- Proven track record engaging directly with Customs Officers, officials and regulators in other government agencies that enforce regulations for telecommunications goods.
- Professional level written and spoken proficiency in one or more ASEAN languages or Japanese.
