PayPal is seeking a Payroll Analyst to join our APAC payroll team in Singapore. This role manages payroll operations across the region, with primary responsibility for China and additional coverage for APAC markets, including India, the Philippines, Singapore, and Hong Kong.
You will partner with payroll vendors to process end to end payroll, ensuring accurate and timely calculations, deductions, and withholdings, while maintaining compliance with statutory requirements across multiple jurisdictions.
Key Responsibilities
China Payroll
Manage monthly payroll runs across multiple provinces.
Ensure compliance with statutory requirements including:
- Social Insurance (五险) – pension, medical, unemployment, work injury, maternity.
- Housing Fund (住房公积金) – mandatory employer/employee contributions.
- Individual Income Tax (IIT) – monthly withholding and annual reconciliation.
- Annual Bonus Taxation – special calculation rules for year‑end bonuses.
- Liaise directly with Chinese regulators and local authorities to ensure timely filings.
APAC Payroll – India, Philippines, Singapore & Hong Kong
- India: Provident Fund (PF), Employee State Insurance (ESI), Professional Tax, Income Tax (TDS), gratuity, statutory bonus payments, Labour Welfare Fund contributions.
- Philippines: Social Security System (SSS), PhilHealth, Pag‑IBIG Fund contributions, withholding tax compliance, 13th month pay, overtime and holiday pay rules.
- Singapore: CPF contributions, IRAS tax filings, Skills Development Levy (SDL), Foreign Worker Levy (FWL), NS Make‑Up Pay, Child Development Co‑Savings Scheme reimbursements.
- Hong Kong: Mandatory Provident Fund (MPF) contributions, salaries tax compliance, long service payments, severance pay, and annual employer returns to the Inland Revenue Department (IRD).Coordinate with external vendors and government agencies to ensure timely submissions.
Regional & Global Alignment
- Collaborate with global payroll teams to maintain consistency in policies and practices across APAC.
- Prepare payroll reports for Finance, HR, and management, support audits and statutory filings.
- Provide timely support to employees on payroll‑related inquiries.
- Utilize payroll systems (Workday, SAP, or local platforms) to streamline workflows and improve efficiency.
Requirements
- Degree in Accounting, Finance, Business, or related field.
- Minimum 7 years of payroll operations experience, preferably in multinational companies.
- Strong knowledge of statutory payroll compliance in China, India, the Philippines, Singapore, and Hong Kong.
- Mandarin language capability and proven experience liaising with Chinese regulators on payroll and compliance matters will be advantageous.
- Proficiency in Excel and payroll systems; familiarity with SAP or Workday is an advantage.
- Excellent organizational skills, attention to detail, and communication ability.
