Role Context

The Stakeholder Manager will provide a central coordination function between the project and the organizations whose technical requirements, decisions, reviews, and approvals influence airport delivery. The role will convert a complex network of authority, Client, consultant, contractor, and multidisciplinary interfaces into controlled actions with clear ownership and measurable closure. Particular emphasis will be placed on GACA and aviation authority engagement, design consultant coordination, approval dependencies, and technical interface management. By identifying emerging conflicts and approval bottlenecks early, the position will help prevent stakeholder issues from developing into design delays, procurement disruption, construction constraints, or costly project changes.

Key Responsibilities

• Lead stakeholder management activities across airport, airfield, infrastructure, utility, and associated development packages.
• Develop and maintain the Stakeholder Management Plan and supporting engagement strategy.
• Identify, map, assess, and categorize engineering, design, authority, operational, and technical stakeholders.
• Establish effective communication routes between internal project teams and external organizations.
• Maintain the Stakeholder Register, engagement matrix, action trackers, decision logs, and approval records.
• Establish clear ownership and accountability for stakeholder requirements and outstanding actions.
• Serve as a principal coordination interface between the Project Team, GACA, and other relevant aviation authorities.

• Monitor design deliverables against stakeholder requirements, approvals, and project milestones.
• Identify gaps, inconsistencies, and unresolved dependencies between design packages.
• Facilitate resolution of cross-disciplinary design conflicts and competing technical requirements.
• Ensure significant design decisions are recorded and distributed to affected stakeholders.
• Support management of consultant performance where delayed responses or incomplete stakeholder actions threaten project progress.
• Coordinate technical interfaces across Civil, Structural, Architectural, MEP, Utilities, ICT, Aviation Systems, Airfield, and Infrastructure disciplines.
• Establish ownership for each critical technical interface.
• Maintain an Interface Register showing dependencies, responsible parties, target dates, status, and closure evidence.
• Identify dependencies between systems, packages, consultants, contractors, authorities, and project milestones.
• Monitor interface resolution and elevate overdue or high‑risk matters.
• Coordinate stakeholder requirements affecting airport terminals, runways, taxiways, aprons, roads, utilities, and supporting infrastructure.
• Manage requirements associated with airside and landside interfaces.
• Support stakeholder coordination within operational and restricted airport environments.
• Coordinate with airport operators, infrastructure stakeholders, aviation authorities, and specialist airport consultants.
• Address stakeholder requirements associated with phased construction, temporary conditions, operational constraints, and future expansion.
• Support integration between airport buildings, airfield infrastructure, utilities, and aviation systems.
• Coordinate stakeholder meetings, design reviews, technical workshops, and authority sessions.
• Prepare meeting agendas and ensure appropriate technical information is available before discussions.

• Ensure stakeholder-driven modifications are documented and processed through formal change management procedures.
• Coordinate with Planning and Project Controls teams to evaluate schedule impacts associated with reviews and approvals.
• Maintain visibility of submissions, resubmissions, outstanding comments, approval dates, and critical dependencies.
• Identify potential approval bottlenecks and develop mitigation or escalation strategies.
• Provide early warning where stakeholder issues may affect procurement, construction sequencing, testing, or project milestones.
• Coordinate with Construction teams so authority and stakeholder requirements affecting field execution are clearly understood.
• Support resolution of site issues requiring decisions from the Client, consultants, authorities, or specialist stakeholders.
• Coordinate stakeholder participation in inspections, testing, commissioning, acceptance, and handover where required.
• Maintain comprehensive records of correspondence, meeting minutes, commitments, technical decisions, approvals, and stakeholder actions.
• Prepare weekly and monthly stakeholder management reports for Project Management and senior leadership.
• Develop dashboards covering submission status, reviews, approvals, open comments, actions, decisions, authority requirements, critical interfaces, and schedule impacts.
• Report emerging stakeholder risks and recommend practical actions for management intervention.
• Maintain an auditable record of stakeholder commitments and technical decisions.
• Ensure stakeholder activities remain aligned with project governance, change management, risk management, and document control processes.

Ideal Profile

The position requires a bachelor's degree in Civil Engineering, Mechanical Engineering, Electrical Engineering, Structural Engineering, or another relevant engineering discipline. Candidates should have at least 15 years of professional experience spanning stakeholder management, design management, engineering coordination, interface management, or major infrastructure project delivery. Strong experience coordinating engineering and design stakeholders on major airport, transportation, infrastructure, or large‑scale development programs is essential. The successful candidate should have proven capability working with GACA, aviation authorities, Client representatives, Lead Design Consultants, specialist consultants, contractors, and multidisciplinary engineering teams. A sound understanding of airport and airfield development is particularly valuable, including the relationships between terminal facilities, runways, taxiways, aprons, utilities, aviation systems, roads, and supporting infrastructure. Candidates should understand multidisciplinary design development and be able to recognize technical dependencies between Civil, Structural, Architectural, MEP, Utilities, ICT, Aviation Systems, and Airfield disciplines. Experience managing authority submissions, NOCs, technical reviews, stakeholder comments, resubmissions, approvals, and interface closure is important.
