Role Context

The Senior Construction Engineer will provide day-to-day technical leadership for external civil and infrastructure works forming part of a complex airport development. The assignment covers road networks, drainage, utility corridors, parking areas, pedestrian routes, hardscape works, and interfaces with terminal and airfield infrastructure. Success in this position depends on keeping construction activities coordinated across multiple disciplines while maintaining control of safety, quality, sequencing, technical compliance, and schedule performance. The engineer will act as a key connection between contractors, consultants, design teams, project management, and airport stakeholders to keep site delivery moving efficiently.

Key Responsibilities
  • Lead and coordinate construction activities for external infrastructure works throughout the project lifecycle.
  • Provide technical direction to site engineers, inspectors, contractors, and subcontractors working across assigned areas.
  • Oversee construction of airport access roads, internal road networks, service roads, parking zones, and vehicle circulation routes.
  • Supervise pedestrian walkways, hardscape areas, external civil works, and infrastructure supporting airport facilities.
  • Monitor construction of drainage networks, stormwater systems, utility corridors, and associated external infrastructure.
  • Check daily site activities against approved drawings, specifications, method statements, schedules, and technical requirements.
  • Review contractor look-ahead programs and identify workfront constraints before they affect key milestones.
  • Verify that construction methods and sequencing are practical for a complex airport environment.
  • Coordinate external works with airport operational requirements and phased project delivery plans.
  • Review shop drawings, method statements, material submittals, inspection requests, and contractor RFIs.
  • Provide technical clarification and coordinate solutions for site engineering issues.
  • Work with design teams when field conditions require design clarification, modification, or further technical assessment.
  • Track technical issues through closure to prevent unresolved items from delaying construction.
  • Monitor contractor workmanship and verify that installed materials comply with approved specifications.
  • Coordinate inspections and testing activities with QA-QC teams and relevant engineering disciplines.
  • Review inspection reports, test results, quality records, and supporting construction documentation.
  • Assist with corrective actions arising from non-conformance reports, inspection findings, or quality deficiencies.
  • Coordinate interfaces between external works and civil engineering, pavement, airfield, utility, electrical, and mechanical systems.
  • Manage site interfaces involving ICT infrastructure, landscaping, architectural works, and airport support facilities.
  • Participate in multidisciplinary coordination meetings and resolve construction conflicts that affect progress.
  • Monitor daily and weekly site performance and compare physical progress with approved schedules.
  • Identify potential delays, access restrictions, resource conflicts, and sequencing risks.
  • Support recovery planning and practical mitigation measures when construction performance falls behind target.
  • Provide construction management with clear progress updates, engineering input, and information on emerging risks.
  • Coordinate directly with the client, consultants, contractors, subcontractors, and airport stakeholders.
  • Participate in progress meetings, technical workshops, field coordination sessions, and site reviews.
  • Maintain effective communication between project teams to ensure timely construction decisions.
  • Promote safe working practices across external construction areas and reinforce project HSE expectations.
  • Verify contractor compliance with approved risk assessments, safety procedures, and airport operating requirements.
  • Participate in safety inspections and ensure identified corrective actions are followed through.
  • Consider environmental requirements and sustainability targets when reviewing construction activities.
  • Prepare construction progress reports, technical updates, site records, and engineering correspondence.
  • Maintain organized records of inspections, approvals, technical decisions, construction issues, and their resolution.
  • Support preparation of completion records, closeout packages, asset documentation, and final handover requirements.
Ideal Profile
  • Bachelor 's degree in Civil Engineering or another relevant engineering discipline.
  • Minimum 10 years of experience in construction supervision and infrastructure delivery.
  • Proven involvement in airport developments, transportation projects, or large-scale civil construction programs.
  • Strong practical background in roads, drainage, utilities, hardscape, external infrastructure, and site coordination.
  • Experience working with contractors, consultants, client representatives, and multidisciplinary engineering teams.
  • Previous exposure to Delivery Partner, PMC, Engineer, or client-side construction management environments.
  • Strong understanding of civil construction techniques, materials, temporary works, sequencing, and site execution.
  • Ability to interpret drawings, specifications, construction schedules, method statements, and technical submissions.
  • Working knowledge of inspection procedures, testing requirements, quality documentation, and non-conformance management.
  • Understanding of airport infrastructure constraints and the importance of operational continuity.
  • Capable of identifying site problems early and developing practical solutions with design and construction teams.
  • Familiarity with construction progress tracking, reporting systems, and project management controls.
  • Professional Engineer, Chartered Engineer, or equivalent registration is advantageous.
  • Experience on major international airport projects is preferred.
  • Knowledge of ICAO Annex 14 and relevant airport infrastructure requirements is beneficial.
  • Familiarity with FIDIC contracts and Design-Build, EPC, PMC, or Delivery Partner delivery models is desirable.
  • Exposure to BIM coordination and digital construction management tools is an advantage.
