Role Context

The Senior Project Manager provides end-to-end leadership across a portfolio of citywide construction projects, coordinating multiple workstreams, contractors, consultants, authorities, utilities, and community stakeholders.

Key Responsibilities


  • Lead citywide construction projects from planning and mobilisation through execution, commissioning, handover, and final acceptance.

  • Develop and maintain integrated master programmes covering project packages, milestones, constraints, interfaces, and dependencies.

  • Translate strategic development plans into clear project scopes, schedules, resource plans, and delivery priorities.

  • Coordinate multiple project teams and construction packages to maintain alignment across citywide objectives.

  • Coordinate citywide traffic diversions and temporary access arrangements.

  • Oversee public safety measures associated with active construction zones.

  • Review construction staging and sequencing where separate contractors share common interfaces.

  • Support resolution of technical and operational issues affecting several packages.

  • Maintain focus on timely delivery without compromising safety or quality.


Health, safety, and environmental performance will remain a core programme requirement.


  • Champion a strong HSE culture across all citywide construction projects.

  • Monitor compliance with corporate, regulatory, and project-specific HSE requirements.

  • Review high-risk method statements, risk assessments, and Permit to Work documentation.

  • Ensure construction logistics and traffic arrangements incorporate appropriate safety controls.

  • Escalate recurring or serious HSE concerns to senior management.

  • Promote consistent safety standards across contractors and work packages.

  • Support implementation of corrective actions following inspections, incidents, or audits.
