Role Context
The Project Director will hold overall delivery responsibility from design development through construction and final handover. Rather than managing a single discipline, this position brings together technical, commercial, procurement, construction, quality, HSE, and project controls functions under a coordinated delivery strategy. A central objective is to maintain control of interfaces, contractual obligations, risks, long-lead procurement, design decisions, and construction priorities so that emerging issues are resolved before they materially affect cost, quality, or completion milestones.
Key Responsibilities
- Provide strategic direction for the planning, execution, monitoring, and completion of the assigned project.
- Lead ongoing construction activities against contractual requirements, approved programs, and agreed delivery milestones.
- Establish clear project priorities and communicate delivery objectives to Project Managers, Engineers, discipline leads, and supporting teams.
- Coordinate Parsons ' multidisciplinary resources to maintain alignment between technical and delivery requirements.
- Lead the interface between the Employer, Parsons design teams, consultants, contractors, and other project stakeholders.
- Direct the design management process through the required development stages.
- Ensure design packages progress toward completeness and readiness for tender and construction.
- Resolve significant design coordination matters that could affect constructability, procurement, cost, or schedule.
- Review proposed Scope of Work changes and assess their potential technical, commercial, and delivery consequences.
- Lead discussions and negotiations with the Employer and Contractors concerning scope modifications.
- Ensure approved changes are incorporated through controlled implementation processes.
- Work closely with Commercial teams on contract administration and contractual compliance.
- Maintain executive oversight of contractor obligations and significant contractual matters.
- Support resolution of variations, commercial issues, scope boundaries, and emerging contractual risks.
- Maintain strong commercial awareness when evaluating technical and delivery decisions.
- Coordinate with Project Controls to monitor schedule performance, milestones, progress, and forecast completion.
- Review project performance information and intervene where trends indicate potential delays or delivery constraints.
- Ensure corrective and recovery measures are developed for significant schedule deviations.
- Identify critical dependencies and matters requiring executive intervention.
- Lead project risk management and ensure significant threats are identified early.
- Direct development of practical mitigation plans with relevant project disciplines.
- Monitor implementation of agreed risk responses and escalate material exposures when necessary.
- Maintain particular focus on risks affecting design completion, procurement, manufacturing, construction, interfaces, and handover.
- Identify long-lead equipment, materials, manufactured components, and other schedule-sensitive requirements.
- Oversee procurement status and confirm critical items remain aligned with construction priorities.
- Coordinate procurement activities with design release dates, manufacturing requirements, logistics, and site installation programs.
- Provide senior oversight of volumetric and advanced manufacturing interfaces associated with premium residential delivery.
- Coordinate manufactured elements with design requirements, production sequencing, logistics, installation, quality, and site readiness.
- Ensure manufacturing-led delivery strategies remain integrated with the overall construction program.
- Lead weekly project progress meetings with Employer and Contractor representatives.
- Establish focused technical and quality meetings where specialist decisions are required.
- Drive meetings toward clear decisions, accountable actions, and defined completion dates.
- Monitor outstanding actions and ensure significant matters are escalated appropriately.
- Maintain effective working relationships with the Employer, contractors, consultants, and project leadership.
- Act as a senior point of resolution for complex stakeholder and delivery issues.
- Communicate project priorities clearly across multidisciplinary teams.
- Coordinate with Construction teams to address site constraints, sequencing issues, productivity concerns, and emerging technical challenges.
- Ensure technical decisions support safe and practical construction.
- Work with Quality teams to maintain required project standards and resolve significant quality concerns.
- Champion a strong HSE culture across project teams and contractors.
- Ensure construction activities operate within established HSE requirements and project expectations.
- Maintain management visibility of serious safety risks and corrective actions.
- Direct preparations for project completion and handover.
- Oversee closeout of outstanding construction, quality, technical, and contractual matters.
- Manage preparation and coordination of Taking-Over Certificates.
- Ensure handover documentation is complete, controlled, and suitable for formal acceptance.
- Monitor outstanding site matters through final resolution.
- Provide regular project performance reports to Parsons Program Management.
- Present accurate information covering milestones, progress, major decisions, risks, procurement status, and schedule threats.
- Ensure senior management receives early warning of matters requiring intervention.
- Support Parsons Business Development activities by maintaining strong client relationships and identifying potential follow-on opportunities.
- Represent Parsons professionally in senior client and stakeholder engagements.
- Lead multidisciplinary teams with clear accountability and a strong delivery focus.
- Encourage timely problem-solving rather than allowing unresolved issues to migrate into later project stages.
- Provide direction during periods of competing technical, commercial, and schedule pressure.
- Promote lessons learned and practical improvements that strengthen subsequent project delivery.
Ideal Profile
- Bachelor's degree in Engineering, Construction, Manufacturing, or a closely related discipline.
- At least 15 years of direct experience delivering major construction or complex development projects.
- Minimum 10 years of progressive responsibility in project leadership positions.
- Proven performance as a Project Director or comparable senior delivery leader.
- Demonstrable experience with large and multidisciplinary project environments.
- Strong knowledge of project delivery from design through procurement, construction, handover, and closeout.
- Practical experience with volumetric manufacturing and advanced manufacturing principles for premium residential assets.
- Ability to coordinate manufacturing-led construction requirements with conventional project delivery activities.
- Strong understanding of design management and multidisciplinary technical coordination.
- Commercial and contractual awareness appropriate to major construction programs.
- Experience assessing scope changes, contractual implications, project risks, and implementation requirements.
- Strong understanding of construction planning and long-lead procurement.
- Ability to interpret project controls information and act on schedule and performance trends.
- Demonstrated success leading contractors, consultants, internal teams, and external stakeholders toward common objectives.
- Strong decision-making capability when dealing with complex technical or delivery constraints.
- Ability to establish authority while maintaining constructive client and contractor relationships.

- Experience delivering major projects within the Gulf region is preferred.
