Parsons Corporation is hiring a Project Director-level construction leader to coordinate PMCMs, contractors, consultants, designers, and client stakeholders across complex buildings, infrastructure, public realm, and landscape works. Operating within a client-side Program Management Office, the Construction Director will influence delivery outcomes without relying on direct contractual authority. The role requires strong leadership, executive communication, technical judgement, and stakeholder management to maintain alignment with approved baselines, construction standards, safety requirements, quality expectations, and strategic program objectives.
Key Responsibilities
- Lead program-wide construction integration across multiple zones, contracts, and work packages.
- Act as the senior interface between the PMO, PMCMs, contractors, consultants, designers, and client stakeholders.
- Establish construction governance frameworks, execution standards, assurance procedures, and performance-control systems.
- Align construction activities with PMO mandates, program objectives, approved baselines, and client expectations.
- Provide executive oversight of contractor and consultant delivery performance.
- Review progress, productivity, resource deployment, construction sequencing, and milestone achievement.
- Challenge weak methodologies, unrealistic forecasts, and ineffective recovery strategies.
- Ensure corrective actions are clearly defined, assigned, monitored, and closed.
- Lead program-level construction risk identification, assessment, escalation, and mitigation.
- Maintain visibility of risks arising from interfaces, dependencies, logistics, design maturity, access, procurement, and stakeholder decisions.
- Coordinate multi-party resolution of construction constraints and integration issues.
- Facilitate alignment between PMCMs, contractors, consultants, and specialist delivery teams.
- Oversee construction reporting, dashboards, key performance indicators, trend analysis, and executive updates.
- Validate the accuracy, consistency, and reliability of reported construction information.
- Provide senior management with clear advice on progress, risks, performance gaps, and required decisions.
- Standardize construction delivery approaches across packages.
- Align logistics plans, site access strategies, phasing, sequencing, temporary works, and workforce arrangements.
- Develop integrated site-delivery strategies covering civil works, infrastructure, buildings, and landscape packages.
- Provide strategic direction on delay mitigation and recovery planning.
- Monitor critical and near-critical activities affecting program milestones.
- Escalate systemic delays, repeated underperformance, and unresolved construction risks.
- Champion quality assurance, quality control, health, safety, environmental, and regulatory compliance.
- Ensure management systems are effective, documented, implemented, and auditable.
- Review recurring non-conformances, safety trends, quality failures, and contractor performance concerns.
- Act as the senior escalation point for non-performance and systemic delivery failures.
- Require root-cause analysis, corrective action, and verified closure of significant issues.
- Support procurement planning and tender evaluation from a constructability and delivery perspective.
- Review proposed construction methodologies, logistics strategies, phasing arrangements, and delivery risks.
- Provide input into contractor selection, package strategy, and procurement sequencing.
- Contribute to value engineering and buildability optimization.
- Ensure proposed savings do not compromise design intent, safety, quality, durability, or operational performance.
- Coordinate construction interfaces across roads, utilities, drainage, earthworks, structures, buildings, and public spaces.
- Oversee integration of hard landscaping, soft landscaping, and urban infrastructure.
- Support delivery within live, high-profile, or operationally sensitive environments.
- Coordinate accelerated work programs while protecting safety and quality requirements.
- Engage directly with senior client representatives and executive leadership.
- Present construction strategies, performance findings, risks, and recovery recommendations.
- Influence outcomes through leadership, evidence, negotiation, and stakeholder alignment.
- Lead and mentor senior construction managers, package managers, and multidisciplinary delivery teams.
- Promote accountability, collaboration, knowledge sharing, and continuous improvement.
- Perform other responsibilities associated with program-level construction leadership.
Ideal Profile
- Bachelor's degree in civil engineering, construction management, or a related discipline.
- Master's degree in engineering, construction, or project management is preferred.
- Minimum 20 years of experience delivering major building and infrastructure construction projects.
- Demonstrated Project Director-level leadership capability.
- Proven experience managing multidisciplinary teams across multiple zones and work packages.
- Strong background operating within a client-side PMO, PMCM, delivery partner, or program integrator environment.
- Ability to influence contractor and consultant performance without direct contractual control.
- Extensive experience delivering complex theatres, public venues, or high-profile facilities.
- Proven involvement in mega-scale urban development, infrastructure, public realm, or landscape-led programs.
- Strong technical knowledge of roads, utilities, drainage, earthworks, civil works, and site infrastructure.
- Experience integrating vertical buildings with surrounding infrastructure and public spaces.
- Demonstrated expertise in hard and soft landscaping delivery at scale.
- Strong understanding of construction methodologies, buildability, phasing, logistics, and access planning.
- Experience coordinating several PMCM organizations and major contractors.
- Proven ability to manage significant technical, organizational, and contractual interfaces.
- Strong background in construction governance, assurance, performance management, and executive reporting.
- Experience developing recovery plans for delayed or underperforming packages.
- Strong understanding of contract administration, commercial outcomes, and regulatory compliance.
- Experience supporting procurement, tender evaluation, and construction package strategy.
- Demonstrated commitment to health, safety, environmental, quality, and workforce welfare standards.
- Experience working in live or operationally sensitive environments.
- Ability to lead delivery under accelerated schedules and demanding stakeholder expectations.
- Middle East experience, preferably within Saudi Arabia, is highly desirable.
- Experience supporting government-led or high-profile development programs is advantageous.
- PMP or a comparable project management certification is preferred.
- Excellent leadership, communication, negotiation, and stakeholder‑management skills.
