Job summary

Parsons in Riyadh, Saudi Arabia, seeks a seasoned Project Controls and Change Management Manager to lead integrated controls, reporting, and change activities for complex projects.

You will coordinate with engineering, procurement, construction, contracts, finance, and Client reps to ensure baselines reflect approved changes and are audit-ready.

The role requires a Bachelor degree and 20+ years’ experience across project controls, cost control, planning, and change management.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Quantity Surveying, or related field.
• Minimum 20 years of experience across project controls, cost control, planning, contract administration, change management, or project management.
• Experience supporting engineering, procurement, and construction projects.
• Experience within construction, infrastructure, energy, manufacturing, industrial, or comparable project environments.
• Strong understanding of project change control principles.
• Knowledge of cost and schedule management.
• Understanding of contract administration.
• Ability to interpret project drawings and specifications.
• Ability to review schedules, contracts, estimates, and technical documentation.
• Strong analytical and organizational capabilities.
• Effective documentation and communication skills.
• Proficiency in Microsoft Excel, Word, and PowerPoint.
• Experience using project controls or document management systems.

Responsibilities

• Establish and implement project controls procedures, systems, tools, and reporting requirements.
• Develop and maintain the project controls baseline covering scope, schedule, cost, resources, and KPIs.
• Oversee preparation and maintenance of the integrated master schedule.
• Ensure project budgets, commitments, actual costs, forecasts, and cash flows are accurately maintained.
• Monitor performance against approved cost and schedule baselines.
• Review schedule updates, progress reports, cost reports, forecasts, and variance analyses.
• Identify emerging trends, deviations, risks, and opportunities in a timely manner.
• Coordinate monthly project performance reporting and executive dashboards.
• Maintain consistent reporting practices across project teams, contractors, subcontractors, and other stakeholders.
• Lead development of recovery plans when projects experience cost, schedule, or performance issues.
• Support earned value management, productivity analysis, resource planning, and performance measurement.
• Verify that project controls information is accurate, complete, traceable, and suitable for management decisions.
