Job summary

Parsons is seeking a senior Health, Safety and Environment Manager - Rail in Riyadh, Saudi Arabia, to lead HSE strategy on a major rail infrastructure program, manage contractor governance, and embed a Zero Harm culture across project delivery.

The ideal candidate has 15+ years of HSE leadership on heavy civil or rail projects, leads multidisciplinary teams, and holds NEBOSH/IOSH/IRCA certifications with RAMS and permits-to-work experience.

Qualifications

• Minimum 15 years of HSE leadership experience on heavy civil engineering and major infrastructure projects.
• Proven ability to lead multidisciplinary HSE teams on large-scale programs.
• Strong exposure to rail, tunneling, or similar high-risk environments is highly desirable.
• Certification such as NEBOSH, IOSH, IEMA, IRCA or equivalent.

Responsibilities

• Lead the project HSE function and provide strategic direction to leadership and delivery teams.
• Develop and maintain HSE management systems across all phases of the project.
• Monitor HSE service delivery and implement initiatives to improve effectiveness and consistency.
• Review contractor RAMS and permits to work for contractual compliance.
• Lead investigations into incidents and translate findings into preventive actions.
• Prepare formal HSE reports and corrective-action tracking.
