Role Context

The Health Safety and Environment Manager will lead the HSE function for a high-value rail infrastructure project where heavy civil works, contractor interfaces, tunneling activities, and fast-paced delivery create demanding operational risks. Reporting into senior project leadership, the role will combine strategic oversight with visible site engagement, ensuring that safety and environmental controls are integrated into design, construction, commissioning, and contractor management activities. The position will also provide the authority, systems, and leadership needed to improve HSE performance and prevent serious incidents.

Key Responsibilities
  • Lead the project HSE function and provide strategic direction to project leadership, package managers, contractors, and delivery teams.
  • Support the Project Manager, Deputy Project Manager, and Package Managers in implementing project-wide health, safety, and environmental requirements.
  • Establish and continuously improve HSE management arrangements across all project phases.
  • Manage and develop a team of HSE professionals working across multiple packages and work fronts.
  • Monitor HSE service delivery and introduce initiatives that improve effectiveness, consistency, and field performance.
  • Plan continuous improvement workshops, lessons-learned reviews, and targeted interventions based on emerging project risks.
  • Review Design-Build contractor compliance with contractual HSE requirements.
  • Assess contractor RAMS, permits to work, safe systems, and other critical risk-control documentation.
  • Audit contractor and project HSE performance against approved plans, procedures, legislation, and contractual requirements.
  • Maintain and improve HSE management systems in line with local regulations and recognized international standards.
  • Verify compliance with applicable legislation, engineering standards, construction codes, and project requirements.
  • Develop and update HSE policies, project plans, procedures, standards, and operational controls.
  • Ensure project requirements meet or exceed joint venture, Client, statutory, and international HSE obligations.
  • Develop Emergency Preparedness Plans, Emergency Operating Procedures, and Standard Operating Procedures for relevant project scenarios.
  • Lead hazard identification and safety risk assessment processes for construction, systems, temporary works, and operational interfaces.
  • Develop practical controls to ensure equipment, systems, work activities, and applications remain safe and reliable.
  • Prepare and review Risk Assessments, Safe Systems of Work, and associated HSE documentation.
  • Identify non-conformities and ensure appropriate corrective and preventive actions are implemented.
  • Conduct root cause analysis and verify that recurring HSE failures are effectively eliminated.
  • Lead investigations into serious incidents, accidents, and high-potential events.
  • Coordinate investigation teams and ensure findings are supported by evidence and translated into preventive action.
  • Prepare formal HSE reports, performance summaries, audit findings, and corrective-action tracking reports.

  • Advise project leadership on significant safety, environmental, and regulatory risks.
  • Maintain strong relationships with contractors, senior management, project teams, and Client representatives.
  • Deliver persuasive HSE briefings and presentations to both operational teams and executive stakeholders.
  • Promote visible leadership, accountability, and continuous improvement across the entire project organization.
Ideal Profile
  • Minimum 15 years of HSE experience on heavy civil engineering, infrastructure, or major construction projects.
  • Proven experience leading multidisciplinary HSE teams on large and complex projects.
  • Strong exposure to rail, metro, tunneling, or similar high-risk infrastructure environments is highly desirable.
  • Recognized professional certification such as NEBOSH, IOSH, IEMA, IRCA, or equivalent.
  • Registered Lead Auditor qualification.
  • Suitable Environmental Management qualification is advantageous.
  • Strong understanding of HSE management systems, legal compliance, contractor assurance, and audit processes.
  • Extensive knowledge of risk assessment, incident investigation, RAMS, permits to work, and safe systems of work.
  • Demonstrated experience managing Design-Build contractor HSE performance.
  • Capable of operating effectively in highly pressurized and fast-moving project environments.
  • Strong leadership presence with the credibility to influence senior management and contractor organizations.
