Role Context
The Senior ELV Engineer will provide technical leadership for integrated SCADA and BMS infrastructure from design development through procurement, construction, testing, commissioning, and handover. The role will connect HVAC, electrical power, lighting, fire alarm, security, metering, and utility systems through coordinated automation networks. Accurate interface management will be essential to avoiding communication failures, incompatible protocols, incomplete control sequences, and unreliable system performance. The engineer will work with contractors, vendors, mechanical teams, electrical engineers, ICT specialists, commissioning personnel, and client representatives to deliver a unified operational platform.
Key Responsibilities
- Review SCADA and Building Management System designs, architectures, schematics, network layouts, and control philosophies.
- Evaluate system topology, server arrangements, workstations, controllers, PLC panels, RTUs, field devices, gateways, and network infrastructure.
- Verify integration between HVAC, lighting, electrical power, fire alarm, security, metering, pumps, and utility systems.
- Review contractor shop drawings, technical submittals, sequence-of-operation documents, method statements, and interface matrices.
- Confirm that system designs comply with project specifications, approved engineering criteria, and relevant automation standards.
- Assess BACnet, Modbus, TCP-IP, Profibus, LonWorks, and other communication protocols for compatibility and interoperability.
- Identify integration conflicts, missing data points, duplicated addressing, network limitations, and control-sequence gaps.
- Coordinate with mechanical, electrical, ICT, fire, security, and commissioning teams to resolve interface issues.
- Review PLC and RTU control concepts, input-output schedules, alarm logic, interlocks, and operating sequences.
- Evaluate graphic user interface layouts, operator dashboards, alarms, trends, reports, and system-navigation standards.
- Conduct technical evaluations of controllers, sensors, actuators, network switches, gateways, software platforms, and automation panels.
- Review vendor data sheets, compliance statements, technical deviations, cybersecurity features, and product certifications.
- Participate in vendor clarification meetings and recommend technically compliant equipment and software solutions.
- Witness factory acceptance testing for SCADA servers, PLC panels, RTUs, BMS controllers, and associated software.
- Lead or support site acceptance testing, point-to-point checks, loop testing, functional testing, and integrated systems testing.
- Verify alarm generation, command execution, trend recording, data storage, reporting, redundancy, and failover performance.
- Confirm that BMS and SCADA systems achieve required energy monitoring, control optimization, and operational efficiency targets.
- Monitor installation quality for control panels, cabling, containment, sensors, actuators, interfaces, and network equipment.
- Review testing procedures, commissioning plans, cause-and-effect matrices, and final acceptance criteria.
- Track technical issues, software defects, interface failures, and commissioning observations through verified closure.
- Assess access control, user permissions, backup procedures, network segmentation, and automation-system cybersecurity controls.
- Prepare technical review comments, commissioning reports, progress updates, risk assessments, and system-performance summaries.
- Review as-built drawings, software backups, configuration files, licenses, operating manuals, and training documentation.
- Support client training, system demonstration, final handover, and transition to operational teams.
Ideal Profile
- Bachelor's degree in Electrical Engineering, Electronics, Automation, Instrumentation, or a closely related discipline.
- Minimum 7 years of dedicated experience with ELV, automation, control, SCADA, or Building Management Systems.
- Proven experience implementing SCADA and BMS solutions on major infrastructure, utility, industrial, or large building projects.
- Strong understanding of BACnet, Modbus, TCP-IP, Profibus, LonWorks, and automation network integration.
- Practical knowledge of PLC and RTU programming concepts, control logic, input-output mapping, alarms, and interlocks.
- Experience reviewing control schematics, network diagrams, sequences of operation, and system architecture documents.
- Strong familiarity with BMS controllers, sensors, actuators, gateways, servers, workstations, and operator interfaces.
- Ability to evaluate graphic user interfaces, dashboards, trend logs, alarm management, and reporting functions.
- Experience with factory acceptance testing, site acceptance testing, integrated systems testing, and commissioning.
- Knowledge of system redundancy, communication resilience, data integrity, cybersecurity, and access control.
- Certified training on Honeywell, Siemens, Schneider Electric, Rockwell, or comparable automation platforms is highly desirable.
- Strong technical writing and documentation capability.
- Excellent written and spoken English communication skills.
- Ability to explain technical solutions clearly to clients, contractors, vendors, and multidisciplinary teams.
- Willingness to relocate to and work full-time in Tabuk, Saudi Arabia.
- Previous experience on Saudi Arabian or GCC infrastructure programs is preferred.
- Exposure to NEOM, The Line, Red Sea Global, or comparable giga-projects is highly advantageous.
