Role Context The Senior Construction Manager will lead the field execution of major road and highway works, converting approved engineering designs into coordinated construction activities that can be delivered safely, efficiently, and to specification. The position connects planning, site management, utility coordination, pavement construction, structures, commercial controls, and stakeholder interfaces. Strong leadership at this level will be essential for maintaining productivity across multiple work fronts, resolving site constraints quickly, reducing rework, and protecting key project milestones.

Key Responsibilities
  • Lead end-to-end construction delivery for roads, highways, arterial routes, urban streets, interchanges, bridges, drainage, utilities, and associated infrastructure.
  • Translate approved drawings, specifications, technical requirements, and construction strategies into clear site execution plans.
  • Develop and manage construction programmes, short-term lookahead schedules, manpower plans, equipment requirements, and material priorities.
  • Coordinate project mobilization and demobilization including access, temporary facilities, traffic management, logistics, and temporary works.
  • Monitor progress against schedule and budget and implement recovery measures where delays or constraints threaten key milestones.
  • Oversee daily construction activities and ensure work proceeds in accordance with approved drawings, specifications, Method Statements, and quality requirements.
  • Manage cut and fill earthworks, subgrade preparation, sub-base, base course, asphalt pavement, and concrete pavement construction.
  • Supervise construction of culverts, retaining structures, minor bridges, underpasses, overpasses, and roadside infrastructure.
  • Coordinate utility diversions, utility protection, new installations, and interfaces within the road corridor.
  • Implement temporary traffic arrangements and construction traffic management plans while maintaining safe movement around active works.
  • Resolve technical and constructability issues in collaboration with engineering and design teams.
  • Champion HSE requirements across site activities and reinforce safe working practices throughout the construction organization.
  • Review Method Statements, Risk Assessments, permits, and work procedures before critical activities commence.
  • Conduct regular site inspections covering safety, quality, housekeeping, productivity, and construction compliance.
  • Verify implementation of Inspection and Test Plans, material approvals, laboratory testing, and other quality control processes.
  • Monitor compaction, pavement materials, concrete, asphalt, and other critical construction quality requirements.
  • Support contract administration by tracking quantities, changes, variations, additional works, and construction-related claims.
  • Provide construction input to budgets, cost forecasts, cash flow assessments, and value engineering exercises.
  • Identify risks associated with logistics, ground conditions, interfaces, sequencing, temporary works, productivity, and access constraints.
  • Coordinate with Commercial teams on measurement, certification, payment documentation, and claims support.
  • Serve as a senior site contact for construction matters involving Clients, Consultants, authorities, and third parties.
  • Coordinate Project Managers, Engineers, Planners, Procurement, Logistics, QA and QC, HSE, subcontractors, and suppliers.
  • Monitor subcontractor performance and ensure contractual, safety, quality, and schedule obligations are achieved.
  • Lead construction progress meetings and present clear status updates, constraints, recovery plans, and upcoming priorities.
  • Maintain accurate daily reports, progress records, inspection documentation, NCR records, and supporting site evidence.
  • Ensure red-line drawings, as-built information, and construction records are maintained for final handover.
  • Prepare construction progress, safety, quality, and management reports for internal and Client review.
  • Coordinate punch-list closure, defect rectification, documentation completion, and final acceptance activities.
  • Lead and mentor Site Engineers, Supervisors, and construction personnel and establish clear accountability across work fronts.
  • Delegate responsibilities appropriately while retaining oversight of high-risk activities and critical interfaces.
  • Identify training requirements and support improvement in road construction, quality, and safety competencies.
  • Capture lessons learned and implement practical improvements in site methods and delivery processes.
Ideal Profile

Ideal Profile The position requires a Bachelor 's Degree in Civil Engineering or a related discipline, or equivalent professional experience, supported by approximately 15 years of construction experience. Candidates should have extensive involvement in road and highway projects, including several years in a senior construction management or site leadership position. Strong practical knowledge of earthworks, pavement layers, drainage, utilities, structures, temporary works, and road construction sequencing is essential. The successful candidate should understand road construction specifications, pavement requirements, material testing, compaction standards, quality controls, and statutory HSE obligations. The ability to interpret engineering drawings, specifications, and contractual documentation and convert them into practical construction plans is critical. Strong project planning, resource management, commercial awareness, and subcontractor management skills are required. Candidates should also be able to resolve complex site problems quickly while managing several concurrent work fronts and competing priorities. Professional engineering registration is preferred where applicable. NEBOSH, IOSH, or equivalent HSE training would provide an additional advantage.
