The Deputy Resident Engineer provides senior construction supervision across assigned areas of a major rail project, ensuring civil works and multidisciplinary interfaces progress safely, efficiently, and in accordance with approved designs. The position bridges contractor execution with engineering, inspection, quality, planning, procurement, and construction management teams, helping resolve technical problems while protecting programme milestones and compliance requirements. The role also provides first-level quality assurance oversight, ensuring materials, installations, inspections, testing, and construction records meet project standards before works progress to subsequent stages or final handover.
Key Responsibilities
- Lead and coordinate engineers and inspectors working across civil, mechanical, electrical, and architectural disciplines.
- Supervise contractor activities within assigned rail and infrastructure construction areas.
- Monitor daily site progress against approved construction plans, milestones, and programme requirements.
- Develop discipline-specific construction schedules and coordinate sequencing with wider project activities.
- Provide progress assessments, schedule updates, and construction status information to the Construction Manager.
- Identify emerging delays or interface constraints and support implementation of corrective measures.
- Coordinate construction staging to maintain safe and efficient execution across multiple work fronts.
Material availability and compliance must be monitored closely to prevent disruption to construction activities.
- Track material procurement, delivery schedules, storage, and availability against upcoming construction requirements.
- Verify that materials delivered to site comply with approved specifications, submittals, quality requirements, and applicable standards.
- Coordinate with contractors and project teams where delayed or non-compliant materials could affect programme performance.
- Review documentation associated with material inspection and acceptance.
- Support timely resolution of material-related technical or quality issues.
Quality assurance will remain a core responsibility throughout construction.
- Maintain first-level quality assurance oversight of installation and construction works.
- Confirm that works are executed in accordance with approved drawings, specifications, method statements, and applicable standards.
- Ensure inspections and testing activities are scheduled, witnessed, recorded, and formally completed.
- Review construction materials testing associated with soil, concrete, grout, dewatering, and load testing activities.
- Coordinate with inspectors and quality personnel to resolve identified deficiencies.
- Ensure corrective works are completed satisfactorily before subsequent activities proceed.
- Monitor contractor compliance with approved inspection and testing requirements.
- Maintain awareness of recurring quality issues and elevate significant concerns where necessary.
Technical supervision will cover multidisciplinary construction interfaces.
- Review and interpret the latest approved design drawings, specifications, and construction documentation.
- Ensure contractors are working from current approved revisions.
- Coordinate with design engineering teams to resolve technical queries arising during construction.

- Assess conflicts between civil works and mechanical, electrical, architectural, or transportation systems.

The Deputy Resident Engineer will maintain strong control over progress records and project documentation.

Ideal Profile
- Bachelor 's degree in Engineering, Construction Management, or a related discipline.
- Minimum 8 years of post-graduate professional experience on major civil or infrastructure projects.
- Saudi National as required for the position.
- Proven experience on rail, metro, transit, or comparable transportation infrastructure programs.
- Demonstrated ability to lead multidisciplinary engineering and inspection teams.
- Strong construction supervision and contractor coordination experience.
- Practical knowledge of civil construction methods, staging, sequencing, and site coordination.
- Experience managing construction materials procurement and delivery interfaces.
- Strong understanding of quality assurance and inspection requirements.
- Experience with soil, concrete, grout, dewatering, and load testing activities.
- Ability to interpret civil, architectural, mechanical, and electrical design information.
