Role Context

The Roads Coordinator will manage the interface between road construction activities and dry utility infrastructure across airport, airfield, transportation, and external development areas. The role will focus on ensuring that underground services are installed, inspected, tested, surveyed, and protected before subgrade, sub-base, base course, and pavement activities proceed. Effective performance requires continuous coordination between Roads, Dry Utilities, Survey, BIM, GIS, QA/QC, Planning, Engineering, contractors, and other disciplines. The coordinator will track incomplete utility works, identify conflicts early, and maintain clear visibility of activities that could delay road construction or affect final pavement levels and infrastructure handover.


Key Responsibilities


  • Coordinate dry utility works associated with roads, access roads, service roads, parking areas, airfield routes, and external infrastructure.

  • Manage interfaces between road construction and MV-LV electrical networks, telecom, ICT, ELV, fiber optic, security, and street lighting systems.

  • Review approved road profiles, cross-sections, utility layouts, drawings, and construction details to identify interface requirements.

  • Confirm that dry utility works are completed before affected road layers and pavement construction begin.

  • Coordinate electrical duct banks, conduits, sleeves, utility crossings, cable trenches, chambers, manholes, pull boxes, and protection systems.

  • Verify utility routes, depths, levels, and clearances against approved road profiles and surrounding infrastructure.

  • Coordinate chamber covers and frames with required final road and pavement elevations.

  • Ensure utilities beneath roads receive required protection, encasement, and structural treatment before subsequent construction.

  • Coordinate temporary protection, diversions, relocations, and interfaces involving existing services.

  • Identify conflicts between dry utilities and road foundations, drainage systems, kerbs, structures, and other underground networks.

  • Track outstanding utility activities that could restrict road construction work fronts or planned milestones.

  • Coordinate daily and weekly activities between road contractors, utility contractors, and subcontractors.

  • Monitor excavation, duct installation, chamber construction, backfilling, reinstatement, and related construction operations.

  • Ensure inspections are completed and accepted before utility works are concealed or backfilled.

  • Coordinate testing and approval of dry utility installations before affected road areas are closed.

  • Monitor protection of completed utility infrastructure during earthworks, heavy vehicle movements, and pavement construction.

  • Coordinate reinstatement of road areas following utility works.

  • Support resolution of RFIs, technical queries, design clarifications, and site coordination issues.

  • Work with Roads and Dry Utilities Engineers to resolve design and construction interface concerns.

  • Monitor approved design changes and ensure updated utility routes are reflected in site execution.

  • Verify construction teams use the latest approved drawings and revisions.

  • Track missing design information that could affect road or utility progress.

  • Coordinate with Drainage, Wet Utilities, Structures, Landscape, Irrigation, Traffic, and other project disciplines.

  • Support BIM and GIS coordination and clash identification where applicable.

  • Coordinate airside and landside dry utility activities within airport and airfield environments.

  • Manage interfaces involving airport roads, taxiways, aprons, parking areas, and associated operational infrastructure.

  • Coordinate works around live airport utilities and maintain compliance with access, safety, operational, and security requirements.

  • Support temporary routes, phased construction, diversions, and utility protection in operational areas.

  • Coordinate with QA/QC teams on WIRs, MIRs, ITPs, inspection requirements, and acceptance records.

  • Ensure duct banks, chambers, conduits, and cable infrastructure are inspected before concealment.

  • Coordinate testing of electrical, telecom, and related dry utility infrastructure where applicable.

  • Support resolution of NCRs and corrective actions associated with road and utility interfaces.

  • Verify final utility coordinates, alignments, elevations, and depths with Survey teams.

  • Ensure installed utilities are surveyed before backfilling and pavement construction.

  • Coordinate verified as-built records with Survey, BIM, and GIS personnel.

  • Support incorporation of final utility information into project documentation and handover records.

  • Review weekly and look-ahead programs to align utility activities with road construction priorities.

  • Identify dry utility activities on the critical path and elevate potential delays caused by materials, access, design, or interface constraints.

  • Support recovery measures where utility progress is affecting road milestones.

  • Prepare regular status updates covering dry utility readiness, unresolved constraints, upcoming inspections, and construction interfaces.


Ideal Profile

The role requires a bachelor 's degree in Civil Engineering, Electrical Engineering, Infrastructure Engineering, or another related discipline together with at least five years of relevant experience in roads, infrastructure, dry utilities, or multidisciplinary construction projects. Candidates should have practical experience coordinating electrical duct banks, telecom infrastructure, ICT and ELV networks, fiber optic systems, street lighting, chambers, manholes, conduits, sleeves, and underground utility crossings with road construction. A strong understanding of road sequencing is essential, particularly the relationship between dry utility completion and subgrade, sub-base, base course, kerbs, pavement, and final surface works. The successful candidate should be comfortable interpreting road profiles, cross-sections, utility layouts, construction drawings, and multidisciplinary design information and identifying conflicts before they affect site progress. Experience working with contractors, consultants, QA/QC teams, Survey personnel, BIM and GIS specialists, Planning teams, and engineers is important. Previous involvement with airports, airfields, transportation programs, major infrastructure projects, or large-scale urban developments will be advantageous. The role requires strong coordination, reporting, problem-solving, and organizational skills together with the ability to track multiple utility interfaces and construction priorities simultaneously.
