Role Context
The Project Quality Specialist will provide dedicated quality oversight for dry utility systems from underground duct banks and chambers through cable installation, equipment interfaces, testing, commissioning, and handover. The position connects approved engineering requirements with actual site execution by verifying materials, routes, depths, separation distances, workmanship, test results, concealed works, and as-built information. Effective control in this role will help reduce rework, prevent infrastructure conflicts, improve system reliability, and ensure critical utility networks are ready for safe operation.
Key Responsibilities
- Support implementation of approved project quality requirements for dry utility construction activities.
- Monitor works against current drawings, specifications, Method Statements, Inspection and Test Plans, contractual requirements, and project procedures.
- Conduct quality inspections and surveillance of electrical, telecom, ICT, ELV, security, and associated utility infrastructure.
- Review dry utility ITPs, checklists, inspection procedures, Hold Points, Witness Points, and testing requirements.
- Review Material Inspection Requests, Work Inspection Requests, test reports, equipment certificates, and supporting technical documentation.
- Verify approved materials and equipment are correctly received, stored, protected, handled, and installed.
- Monitor Contractor and Subcontractor QA and QC performance and identify recurring workmanship or compliance issues.
- Identify installation defects, non-conformances, failed tests, and emerging quality risks before they affect subsequent works.
- Raise and monitor dry utility NCRs and quality observations and support root cause analysis for significant or recurring failures.
- Coordinate corrective and preventive actions with Construction, Engineering, Contractors, and specialist teams.
- Verify rectification works and objective supporting evidence before recommending NCR closure.
- Maintain traceable quality records covering inspections, testing, material approvals, corrective actions, and final acceptance.
- Participate in audits, technical meetings, quality workshops, inspections, and multidisciplinary coordination sessions.
- Prepare weekly and monthly dry utility quality reports and highlight recurring issues or emerging risks.
- Support testing, commissioning, final inspections, snagging, close-out, and system handover.
Dry Utilities Quality Responsibilities
- Provide quality oversight for medium voltage and low voltage power distribution networks.
- Inspect substations, feeder pillars, electrical duct banks, cable trenches, chambers, manholes, and associated infrastructure.
- Monitor street lighting infrastructure and interfaces with Airfield Ground Lighting systems where applicable.
- Inspect telecom, ICT, fiber optic, data, ELV, CCTV, security, and access control infrastructure.
- Verify earthing, bonding, and lightning protection systems against approved requirements.
- Monitor shared utility corridors, service routes, sleeves, penetrations, crossings, and associated protection systems.
Installation Quality Control
- Inspect underground and above-ground duct routes, conduits, chambers, draw pits, pull boxes, and access points.
- Verify utility alignments, levels, depths, routes, coordinates, and separation distances against approved drawings.
- Inspect duct bank configuration, spacing, reinforcement, encasement, and concrete quality where applicable.
- Monitor cable installation, routing, termination, jointing, labeling, and identification within the project scope.
- Inspect electrical and communication equipment installation and supporting infrastructure.
- Verify earthing and bonding installations before concealment or energization.
- Coordinate inspections prior to backfilling and closure of underground or concealed works.
- Confirm crossings, sleeves, penetrations, and protection arrangements are installed correctly.
- Coordinate with Survey teams to confirm dry utility locations, levels, coordinates, and final as-built records.
Testing and Commissioning
- Review approved testing procedures, commissioning plans, inspection requirements, and acceptance criteria.
- Coordinate testing activities with Contractors, Consultants, Commissioning teams, and Client representatives.
- Monitor continuity testing, insulation resistance testing, earth resistance testing, cable testing, and functional testing where applicable.
- Review fiber optic and telecom test results where included within project scope.
- Verify inspection and testing of chambers, ducts, cable routes, and associated infrastructure where required.
- Ensure failed tests are investigated, corrected, repeated, and fully documented before acceptance.
- Maintain complete testing and commissioning records through system handover.
Engineering and Interface Coordination
- Coordinate with Dry Utilities Engineers to ensure quality requirements are incorporated into site execution.
- Review approved utility drawings, profiles, specifications, details, and design changes.
- Coordinate dry utility interfaces with Civil, Structural, Roads, Drainage, MEP, ICT, Security, Landscaping, and specialist systems.
- Monitor shared utility corridors for spatial conflicts and constructability issues.
- Support BIM coordination and verification of dry utility models where applicable.
- Ensure construction teams work from the latest approved drawings and revisions.
- Support resolution of RFIs, Technical Queries, and design clarifications affecting dry utility quality.
Airport / Infrastructure and Airfield Responsibilities
- Provide quality oversight for dry utilities serving airport terminals, support buildings, airfield facilities, roads, aprons, taxiways, runways, and external infrastructure.
- Monitor dry utility installations across airside and landside environments.
- Support quality control for critical airport electrical, telecom, ICT, security, and communications networks.
- Coordinate quality requirements with airport access restrictions, operational constraints, and phased construction.
- Monitor interfaces with existing live electrical, ICT, telecom, and infrastructure networks.
- Support inspection of complex utility tie-ins and infrastructure interfaces.
- Ensure dry utility works comply with Client, Consultant, authority, airport, and project‑specific requirements.
NCR and Quality Issue Management
- Review and monitor dry utility NCRs, observations, installation defects, and testing failures.
- Support identification of underlying causes rather than treating only visible defects.
- Coordinate corrective actions with Contractors, Construction, and Engineering teams.
- Verify completed repairs, reinstallation, retesting, and supporting evidence.
- Track recurring quality issues and recommend preventive measures.
- Maintain dry utility NCR registers, quality observation logs, and action trackers.
Quality Audits and Reporting
- Support quality audits and surveillance inspections of Dry Utilities Contractors and Subcontractors.
- Monitor compliance with approved quality procedures and ISO 9001 principles.
- Prepare inspection reports, quality observations, audit findings, and performance summaries.
- Monitor quality indicators including NCRs, inspection pass rates, test failures, material rejection, rework, audit findings, and corrective action closure.
- Analyze trends and provide practical recommendations to Project Quality Management.
Ideal Profile
The position requires a Bachelor 's Degree in Electrical Engineering, Electronics and Communications Engineering, Utilities Engineering, or a related discipline, supported by at least 5 years of relevant quality assurance and quality control experience. Candidates should have practical experience with dry utilities, electrical infrastructure, ICT, telecom, ELV, underground duct banks, chambers, cable routes, utility corridors, and associated testing and commissioning activities. Experience on major airport, transportation, infrastructure, or multidisciplinary construction projects is preferred. The successful candidate should understand installation quality, concealed works inspection, material approvals, cable and duct systems, utility coordination, and field testing requirements. Strong working knowledge of ITPs, Method Statements, MIRs, WIRs, NCRs, inspection procedures, test records, and quality documentation is essential. The role also requires effective coordination with Contractors, Subcontractors, Consultants, Client representatives, Survey teams, Engineers, and Commissioning personnel. Knowledge of ISO 9001 quality management principles is expected. ISO 9001, CQI, or an equivalent recognized quality certification would provide an advantage.
