Job summary

Parsons seeks a Project Manager - Entertainment Development in Riyadh to lead end-to-end delivery of complex entertainment and related infrastructure within a large-scale program. Role Context The Project Manager will lead assigned development packages from concept through completion, coordinating the many interfaces created by entertainment districts, transport systems, utilities, residential communities, and supporting infrastructure. The role will connect design, commercial, planning, construction, operations, and stakeholder requirements into a practical delivery plan. Strong control of interfaces, risks, costs, and milestones will be essential to maintaining progress across a wider program where changes in one package can directly affect surrounding assets.

Key Responsibilities
  • Lead assigned projects from concept design through construction, commissioning, operational readiness, and final handover.
  • Develop and maintain Project Execution Plans, delivery roadmaps, milestones, and implementation strategies.
  • Align project activities with the wider master program and organizational objectives.
  • Coordinate interfaces between entertainment assets, infrastructure, transportation corridors, utilities, and community developments.
  • Manage day-to-day delivery activities and ensure dependencies with adjoining projects are identified and controlled.
  • Develop detailed project schedules, phasing plans, and milestone requirements with Planning teams.
  • Monitor progress against approved schedules and identify emerging delays or constraints.
  • Support recovery planning where performance falls behind agreed targets.
  • Coordinate cost estimating, budgeting, cost control, and financial forecasting activities.
  • Monitor project expenditure and help identify potential budget pressures.
  • Support commercial reviews and ensure cost implications are considered in project decisions.
  • Establish structured risk and issue management processes.
  • Identify technical, commercial, stakeholder, schedule, construction, and operational risks.
  • Develop mitigation measures and monitor their implementation.
  • Maintain project risk and issue registers and provide clear escalation where required.
  • Coordinate design consultants, engineers, architects, and technical specialists.
  • Review design reports, drawings, specifications, and technical deliverables against project objectives.
  • Ensure designs satisfy functional, regulatory, operational, and constructability requirements.
  • Participate in multidisciplinary design reviews and technical workshops.
  • Support value engineering and alternative assessments to improve cost, performance, sustainability, and constructability.
  • Identify design changes that may affect adjacent packages or wider program objectives.
  • Manage delivery of infrastructure, entertainment, transportation, residential, and utility components within assigned scope.
  • Coordinate construction sequencing and site logistics with contractors and neighboring work packages.
  • Monitor contractor progress, productivity, resource deployment, and overall performance.
  • Recommend corrective actions when contractor delivery deviates from schedule, budget, quality, or project requirements.
  • Ensure construction activities remain aligned with approved design and contractual requirements.
  • Promote strong HSE performance across contractors and project teams.
  • Monitor quality performance and support timely resolution of deficiencies.
  • Coordinate environmental and sustainability requirements affecting project delivery.
  • Manage stakeholder engagement across internal and external groups.
  • Coordinate with government agencies, regulators, utilities, entertainment operators, end users, and community stakeholders where required.
  • Maintain clear communication with stakeholders affected by project works.
  • Resolve interface concerns before they develop into construction or operational delays.
  • Prepare concise project reports, dashboards, presentations, and management updates.
  • Communicate progress, milestones, risks, decisions, and required actions to leadership.
  • Support procurement strategies for consultants, contractors, vendors, and specialist suppliers.
  • Assist with preparation of scopes of work, tender packages, and procurement documentation.
  • Participate in technical and commercial tender evaluations where required.
  • Support contract administration during project execution.
  • Monitor progress certification, changes, variations, and contractual deliverables.
  • Assist with change control and maintain visibility of scope and cost impacts.
  • Support assessment of contractual and commercial risks.
  • Coordinate with senior Commercial and Contracts personnel on claims and dispute matters.
  • Plan testing, commissioning, and handover activities for assigned assets.
  • Ensure operations and maintenance requirements are considered throughout design and construction.
  • Coordinate operational readiness with end users and asset management teams.
  • Verify that commissioning activities are aligned with project completion milestones.
  • Oversee preparation and collection of as-built drawings, O and M manuals, warranties, certificates, and handover records.
  • Coordinate required training for operations personnel before asset transfer.
  • Track snagging and closeout activities through final completion.
  • Provide clear leadership to consultants, contractors, engineers, and supporting project personnel.
  • Define responsibilities and maintain accountability across delivery teams.
  • Encourage collaborative problem-solving and timely decision-making.
  • Promote lessons learned and continuous improvement across subsequent project phases.
  • Maintain focus on safe, efficient, and high-quality delivery within a fast-moving development environment.
Ideal Profile
  • Bachelor 's degree in Engineering, Construction Management, Project Management, Architecture, or a related discipline.
  • Approximately 10 years of experience delivering large-scale infrastructure, entertainment, mixed-use, residential, or community development projects.
  • Demonstrated experience managing complex projects within wider programs or portfolios.
  • Strong exposure to entertainment districts, transportation infrastructure, utilities, or major master developments is highly valuable.
  • Experience working with public-sector entities, authorities, regulators, or large master developers is advantageous.
  • Strong understanding of recognized project management methodologies.
  • Familiarity with PMI, PMP, PRINCE2, or equivalent project management practices.
  • Practical knowledge of design, engineering, procurement, construction, commissioning, and handover processes.
  • Strong stakeholder management capability across consultants, contractors, government agencies, operators, and end users.
  • Experience monitoring project schedules, risks, budgets, and contractor performance.
  • Good commercial awareness and understanding of change and variation processes.
  • Ability to review technical information and identify implications for delivery.
  • Strong communication and presentation skills in English.
  • Master 's degree in Engineering, Project Management, Business Administration, or a related discipline is advantageous.
  • PMP, RICS, APM, or equivalent professional certification is preferred.
  • Previous experience in Saudi Arabia or the wider GCC is highly desirable.
  • Direct exposure to theme parks, entertainment districts, leisure destinations, or lifestyle developments would add significant value.
  • Arabic language capability is advantageous.
