Job summary

PAARK BUSINESS CONSULTANTS is seeking an experienced Regional HR Operations Lead Manager based in Riyadh, Saudi Arabia. You will oversee day-to-day HR operations, talent acquisition, onboarding, payroll integration, and government relations to support expanding engineering and site execution operations in KSA.

The role requires 10–18 years of HR experience across GCC/KSA, mastery of Saudi labor law and portals, and strong English communication (Arabic a plus).

Qualifications

• Master's degree in HR or related field (MBA preferred).
• 10–18 years of progressive HR experience across GCC/KSA markets.
• Knowledge of KSA portals (QIWA, MUDAD, GOSI, Muqeem) and Saudi Labor Law compliance; English proficiency; Arabic a plus.

Responsibilities

• Oversee complete HR operations across office and site-based technical workforces in KSA.
• Manage government relations and statutory labor compliance including quotas and visa processing.
• Partner with business heads on workforce planning manpower budgeting and talent acquisition for engineering and site execution roles.
• Manage employee relations grievances performance management cycles and payroll validation.
• Develop and standardize HR policies aligned with current Saudi Labor Law regulations.

Role Overview

Languages
