Job summary

FNRCO is seeking an experienced Procurement Delivery Manager in Saudi Arabia to lead end-to-end procurement from requirements through contract award and handover.

The role oversees procurement planning, tender documentation, bidder communications, clarification and evaluation activities, and mobilization, with governance and reporting responsibility to ensure compliance and transparency.

Qualifications

• Bachelor's degree or equivalent in a relevant field.
• 10+ years of procurement delivery experience.
• Experience with EOI, PQQ, and RFP documentation and tender management.

Responsibilities

• Lead development of procurement and sourcing plans.
• Prepare EOI, PQQ, and RFP documentation.
• Manage tender schedules and bidder communications.
• Coordinate clarification responses and evaluations.
• Oversee technical and commercial assessments.
• Prepare award recommendations and approval papers.
• Oversee contract formation and mobilization activities.
• Maintain procurement trackers, approval logs, and audit trails.
• Provide procurement governance and reporting support.
