The Senior Project Manager - Technical Works will operate within a PMC environment on a major rail and transport infrastructure program, acting as a senior technical lead for architecture, civil, structural, and rail‑related infrastructure packages. The position is non‑operational and focuses on managing the design and build process rather than railway operations. The role helps protect project value by improving design quality, reducing interface risks, supporting authority approvals, strengthening constructability, and ensuring that stations, depots, viaducts, bridges, tunnels, earthworks, track‑related infrastructure, and public‑facing assets are delivered as safe, compliant, and buildable solutions.

Key Responsibilities

• Act as the primary PMC technical focal point for architecture, civil, structural, and rail infrastructure matters across the program.
• Represent the client in senior technical, design, coordination, risk, and interface meetings with consultants, contractors, authorities, and third parties.
• Ensure employer requirements, design briefs, rail‑specific criteria, and technical standards are clearly communicated, understood, and implemented by delivery partners.
• Provide independent technical advice to client leadership on built environment scope, rail infrastructure risks, programme impacts, design issues, and delivery decisions.
• Lead the design lifecycle for architectural, civil, structural, and rail‑related infrastructure works from concept and schematic design through detailed design and IFC deliverables.
• Manage technical review of stations, depots, ancillary buildings, public realm works, viaducts, bridges, tunnels, retaining structures, foundations, earthworks, track‑form, formation, drainage, and trackside civil works.
• Review design submissions, BIM models, calculations, technical reports, specifications, and drawings for compliance with employer requirements, design criteria, local codes, rail infrastructure regulations, and international standards.
• Chair and coordinate multidisciplinary design review workshops, value engineering sessions, and constructability reviews.
• Ensure solutions are optimised for safety, operations, maintainability, functionality, cost efficiency, and long‑term project performance.
• Oversee requirements management and traceability from capture through verification, validation, close‑out, and approval.
• Ensure formal design verification, independent checks, peer reviews, and technical assurance processes are applied correctly.
• Manage interfaces between architecture, civil works, structures, rail infrastructure, MEP, signalling, telecoms, power, rolling stock, systems integration, utilities, and highways.
• Maintain interface registers and support early resolution of cross‑discipline and cross‑contract issues.
• Coordinate critical interfaces such as track‑structure interaction, rail‑station integration, rail‑road interfaces, clearance requirements, access needs, evacuation routes, and maintenance provisions.
• Support programme‑wide design and interface governance in collaboration with design and interface leadership.
• Embed safety‑by‑design principles into architectural, civil, structural, and rail infrastructure solutions.
• Oversee compliance with structural robustness requirements, fire and life safety expectations, evacuation strategies, construction safety needs, operational safety, and rail‑specific safety standards.
• Review RAMS inputs, hazard identification records, risk assessments, mitigation plans, and technical safety evidence related to built environment and rail infrastructure scope.
• Coordinate with independent reviewers, independent safety assessors, authorities, and regulators to support approvals and certifications.
• Track required technical approvals, safety approvals, rail infrastructure approvals, NOCs, and permits in line with programme milestones.
• Align design outputs with construction methodologies, sequencing, access planning, and site delivery constraints.
• Identify constructability risks early and lead coordination to resolve design and construction conflicts.
• Support client review of design changes, technical deviations, and value engineering proposals affecting architecture, civil, structural, and rail infrastructure works.
• Oversee configuration management for design deliverables, including version control, change tracking, and approved design baselines.
• Provide senior technical input on RFIs, non‑conformance reports, field changes, and construction‑stage technical queries.
• Coordinate with design consultants and contractors to implement practical and robust technical solutions.
• Monitor design and construction‑related technical activities against the integrated master schedule and key programme milestones.
• Identify critical path activities, technical constraints, approval risks, and interface delays, then support mitigation and recovery actions.
• Assist project controls and client teams with technical assessment of schedule and cost impacts arising from design issues or scope changes.
• Maintain risk registers for architectural, civil, structural, and rail infrastructure scope with clear mitigation and contingency measures.
• Prepare concise technical reports, progress updates, dashboards, presentations, and governance papers for client leadership.
• Coordinate with operations, maintenance, safety, rail systems, commercial, planning, and urban development stakeholders to ensure future operational and business needs are addressed.
• Interface with planning authorities, rail regulators, building control, civil defence, utility providers, and other approval bodies.
• Manage coordination between multiple design consultants, contractors, and third parties to maintain consistency across the programme.
• Lead and mentor architectural, civil, structural, and rail engineers or design managers within the PMC team.
• Promote quality, safety, collaboration, accountability, and proactive risk management across design and construction support activities.
• Ensure QA and QC processes are followed for design reviews, independent checks, as‑built verification, technical deliverables, and rail civil works.
• Capture and share lessons learned related to design management, constructability, rail‑civil interfaces, safety‑by‑design, and technical coordination.

Ideal Profile

• Bachelor's degree in Civil Engineering, Structural Engineering, Rail Engineering, Architecture, or a closely related discipline.
• Master's degree in Engineering, Rail, Transportation, Architecture, or Project Management is an advantage.
• Professional registration or chartership is highly desirable.
• Project management certification such as PMP, PRINCE2, or equivalent is an advantage.
• Approx 15 years of experience in architecture, civil engineering, structural engineering, rail infrastructure, or major transport project delivery.
• Significant experience in PMC, client‑side, or international consultancy environments managing design and build contracts.
• Proven record managing multidisciplinary design for complex stations, depots, viaducts, bridges, tunnels, civil structures, and associated rail infrastructure.
• Strong experience in technical assurance, safety‑by‑design, design governance, and authority approval processes.
• Experience coordinating with MEP, signalling, telecoms, power, track, rolling stock, systems integration, utilities, and highways teams.
• Strong technical understanding of architectural, civil, structural, and rail infrastructure design principles, codes, standards, and best practices.
• Solid knowledge of requirements management, interface management, systems engineering concepts, RAMS fundamentals, and risk‑based design review.
• Excellent project management, planning, coordination, facilitation, and organisational skills in complex stakeholder environments.
• Strong analytical ability with a structured approach to technical problem solving, issue management, and decision‑making.
• Able to communicate complex technical issues clearly to non‑technical stakeholders, client leadership, and governance boards.
