Overview

Parsons Corporation is hiring an experienced construction professional to manage automated people mover (APM) infrastructure within a complex airport environment. The role requires coordination of installation, systems integration, testing, commissioning, and operational readiness activities across terminal buildings and associated airport connectivity areas.

Context

The Construction Manager will oversee the construction and integration of an APM system to support passenger movement across airport terminals and connected facilities. The role requires close coordination between transportation systems, airport operations, infrastructure contractors, specialist suppliers, testing teams, and operational readiness stakeholders.

Key Responsibilities
  • Manage construction, installation, and interface coordination for Automated People Mover systems and associated infrastructure.
  • Oversee APM works within terminal buildings, stations, guideways, maintenance areas, and airport connectivity zones.
  • Coordinate civil, structural, mechanical, electrical, MEP, rail systems, communications, and operational interfaces.
  • Ensure that APM construction activities comply with approved drawings, specifications, method statements, and quality requirements.
  • Monitor contractor performance against programme milestones, approved sequences, and work-package objectives.
  • Review construction methodologies, logistics plans, access requirements, lifting plans, and temporary works.
  • Coordinate installation activities within restricted and operational airport environments.
  • Maintain alignment between APM systems, terminal functions, passenger circulation, security zones, and operational requirements.
  • Lead interface resolution workshops and multidisciplinary technical coordination meetings.
  • Identify design, construction, systems, and operational conflicts before they affect delivery.
  • Assign actions, monitor interface closures, and elevate unresolved issues when required.
  • Coordinate APM works with terminal architecture, finishes, utilities, baggage systems, passenger information systems, and airport technology.
  • Monitor construction progress, labour deployment, equipment availability, material delivery, and site productivity.
  • Review contractor schedules, short‑term plans, recovery programmes, and testing sequences.
  • Identify potential delays, access restrictions, and critical‑path risks.
  • Recommend mitigation and recovery measures to protect key milestones.
  • Monitor compliance with health, safety, environmental, and transportation safety requirements.
  • Ensure that works are planned and executed without compromising live‑airport operations.
  • Coordinate with airport operations, security, safety, facilities, and emergency‑response teams.
  • Support inspections, quality audits, and verification of completed installations.
  • Review non‑conformance reports, technical queries, requests for information, and corrective actions.
  • Confirm that defects and outstanding works are resolved before testing and handover.
  • Monitor pre‑commissioning, static testing, dynamic testing, and integrated systems testing.
  • Coordinate testing interfaces between APM vehicles, guideways, signalling, power, communications, platform systems, and terminal facilities.
  • Support testing and commissioning plans, procedures, schedules, and readiness reviews.
  • Participate in operational readiness, activation, and transition activities.
  • Coordinate training, trial operations, emergency exercises, and entry‑into‑service preparations.
  • Ensure that testing and commissioning records are complete, accurate, and traceable.
  • Support preparation and review of as‑built drawings, operation manuals, maintenance documentation, and handover records.
  • Coordinate with operators and maintainers to ensure accessibility, maintainability, reliability, and operational suitability.
  • Prepare regular construction, interface, testing, and commissioning reports.
  • Present progress, risks, technical issues, and required decisions to project leadership and stakeholders.
  • Promote collaboration, safety, quality, and disciplined interface management across all APM activities.
Ideal Profile
  • Bachelor’s degree in civil, mechanical, electrical, transportation, or another relevant engineering discipline.
  • Minimum 15 years of construction or project delivery experience.
  • Strong experience delivering rail, transit, metro, or Automated People Mover systems.
  • Previous involvement in airport‑based transportation projects is strongly preferred.
  • Demonstrated experience managing construction, installation, testing, and commissioning activities.
  • Strong understanding of systems integration and multidisciplinary interface management.
  • Experience coordinating civil, structural, MEP, rail systems, and operational stakeholders.
  • Practical knowledge of airport terminal operations and live‑airport construction constraints.
  • Experience managing contractors, specialist suppliers, consultants, and systems integrators.
  • Ability to review construction methodologies, logistics plans, schedules, and technical submissions.
  • Strong knowledge of transportation safety standards and aviation operational requirements.
  • Experience supporting integrated systems testing and operational readiness activities.
  • Familiarity with Operational Readiness, Activation and Transition processes.
  • Ability to identify interface risks and coordinate practical resolution measures.
  • Strong understanding of quality assurance, inspection, defect management, and handover requirements.
  • Excellent leadership, organization, communication, and problem‑solving skills.
  • Ability to manage several technical workstreams and stakeholders simultaneously.
  • Strong written and spoken English.
  • Previous experience working in Saudi Arabia or the wider Middle East is advantageous.
