Context: The Program Director - PMO Leadership will serve as Parsons' senior representative to the client, leading a complex PMO program with strong impact on infrastructure delivery and the local community. The role provides enterprise-level oversight across scope, schedule, cost, quality, risk, commercial matters, contractual commitments, benefits realization, and stakeholder outcomes. This position carries direct business impact by strengthening delivery governance, improving program controls, building high-performing teams, protecting client trust, and ensuring large programs are delivered in line with strategic objectives and contractual obligations.
Key Responsibilities
- Lead the strategic direction, governance, and delivery of one or more large-scale complex programs or portfolios.
- Establish, mature, and continuously improve PMO methodologies, delivery processes, governance standards, and program management tools.
- Ensure compliance with organizational standards, contractual obligations, client requirements, and approved delivery frameworks.
- Oversee the end-to-end execution of enterprise-wide initiatives, including project direction, dependency management, portfolio coordination, and senior stakeholder alignment.
- Provide executive oversight across scope, schedule, cost, risk, quality, commercial performance, benefits realization, and stakeholder outcomes.
- Develop KPIs, executive dashboards, reporting frameworks, and performance metrics to track program health, financial forecasts, delivery progress, and decision requirements.
- Identify, assess, mitigate, and escalate program-level risks and issues affecting scope, schedule, cost, quality, client confidence, and delivery certainty.
- Lead decision-making on complex trade-offs involving scope changes, program phasing, resource allocation, schedule priorities, and commercial impacts.
- Act as Parsons' senior representative with the client, subcontractors, consultants, authorities, and senior stakeholders throughout program execution.
- Lead negotiations related to scope changes, contractual matters, commercial adjustments, delivery priorities, and program-level commitments.
- Proactively manage senior stakeholder expectations while maintaining transparency, trust, accountability, and alignment.
- Build, lead, coach, and mentor large teams of project managers, engineers, designers, technical specialists, and support personnel.
- Foster a culture of high performance, accountability, collaboration, professional development, safety, quality, and client-focused delivery.
- Mobilize resources across company offices, regions, technical groups, and support functions to assemble capable delivery teams.
- Optimize resource allocation across multiple workstreams to maintain consistent quality, schedule performance, and delivery excellence.
- Provide operational management across personnel, facilities, technical environments, program controls, governance forums, and delivery support functions.
- Work closely with business development teams to identify, position, and secure additional work with existing and new clients.
- Leverage program success, client relationships, and delivery performance to support strategic growth opportunities.
- Monitor program progress, cost trends, commercial risks, contractual commitments, and conditions affecting performance.
- Provide executive-level briefings, board-level presentations, governance reports, and decision papers for clients and senior leadership.
- Drive continuous improvement in program delivery, project management technologies, engineering coordination, governance systems, and performance reporting.
- Ensure multidisciplinary teams remain aligned with program objectives, community impact, contractual commitments, and Parsons' strategic goals.
Ideal Profile
- Bachelor's degree in Engineering, Construction Management, Project Management, Architecture, Business, or a related discipline.
- Advanced degree in Engineering, Program Management, Construction Management, Business Administration, or a related field is advantageous.
- Minimum 25 years of relevant experience, including significant supervisory, executive, and senior leadership responsibility.
- Demonstrated experience managing large, complex programs or portfolios valued from 1 billion to 5 billion.
- Proven background in project management, program management, construction management, or PMO leadership at Program Director or equivalent senior level.
- Extensive experience leading large multidisciplinary teams of engineers, project managers, designers, technical professionals, and support personnel.
- Strong operational management experience across people, facilities, resources, technical environments, governance structures, and delivery organizations.
- Deep understanding of industry practices, regulations, engineering delivery, construction management, project controls, and modern project management technologies.
- Strong commercial, contractual, financial, and risk management capability.
- Excellent written and verbal communication skills with the ability to engage effectively at executive, client, board, and stakeholder levels.
- Proven ability to manage client relationships, lead negotiations, influence senior stakeholders, and protect program objectives.
- Ability to build delivery organizations, develop talent, improve capability, and create a high-performance leadership culture.
- Strong strategic judgment with the ability to balance business objectives, client needs, technical complexity, commercial risk, and community impact.
- Professional certifications such as PMP, PgMP, PRINCE2, RICS, PE, CEng, or equivalent credentials are highly desirable.
