1. Post Summary

Headquarters Allied Joint Force Command Naples provides a resilient static Joint headquarters to plan prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) including deterrence through Crisis up to the Maximum Level of Effort (MLE) in order to support NATOs three core tasks at the Joint Operational level as directed by SACEUR. Supported by the Single Service Commands Allied Joint Force Command Naples integrates allocated forces including NATO Force Structure entities and synchronises activity to achieve operational objectives. It maintains comprehensive regional focused situational awareness leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEURs Area of Responsibility with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance liaison and coordination and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.

2. Principal Duties
  • Develops implements and enforces INFOSEC / CIS Security policies directives and guidelines in peacetime and operations.
  • Coordinates all INFOSEC / CIS Security requirements within JF HQ AOR.
  • Coordinates all INFOSEC / Security issues within JF HQ and with other national / NATO agencies commands and organisations.
  • Inspects subordinate HQs and ensures compliance with NATO INFOSEC / CIS Security policies.
  • Core member of the Cyber Defence Working Group and Cyber Cell.
  • Assists conducting co‑ordination for any cyber crisis and for cyber defence for ongoing operations.
  • Utilize cyber intelligence products to support ongoing operations.
  • Undertakes work as part of a project team or working group as directed or assigned.
3. Special Requirements and Additional Duties

The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.

Depending on requirements may be required to direct and supervise the work priorities of one or more HQ multifunctional teams.

The work is normally performed in a Normal NATO office working environment.

Normal Working Conditions apply.

4. Essential Qualifications

University Degree in information security computer science or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

Knowledge in CIS equipment configuration and interconnection of networks and accreditation process.

Experience in developing implementing and enforcing INFOSEC / CIS Security policies directives and guidelines and in coordinating all INFOSEC and CIS security requirements with other Organizations / Stakeholders.

Experience utilizing cyber intelligence products to support ongoing tasks / operations.

English - SLP 3333 - (Listening Speaking Reading and Writing).

The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.

5. Desirable Qualifications
  • University Degree preferably in Research and Informatics area studies in configuration and interconnection of networks knowledge in Security related issues and 2 years post related experience or a Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Experienced Officer with ample professional background of a NATO Joint or Combined Staff.
  • Background experience covering Joint staff functions preferably in a NATO environment.
  • Experience in Security Management and Information Security.
  • Knowledge of the Intelligence cycle processes and J2 functional activity.
  • National General Staff College or NATO Defence College graduate.
  • Participant in NATO training and exercises.
  • National General Staff College or NATO Defence College graduate.
6. Attributes / Competencies

Personal Attributes : The incumbent must have the outstanding task management and communication skills. He / she must be innovative and possess the intellectual ability to create advertise and instruct INFOSEC programmes that not only meet NATO security policy requirements but are pragmatic and implementable at the lowest command levels.

The incumbent is expected to approach problem solving from a comprehensive inter-disciplinary perspective. The incumbent must be capable of multitasking. The incumbent may be required to work outside normal working hours and must show a high level of maturity and ability to work under pressure and tight timelines. The incumbent requires proactivity results orientation and ability to prioritize competing demands to maximize productivity and efficiency. He / she must be capable of translating general guidance into workable proposals and deliverables. The incumbent must be willing to work unusual hours in a multinational environment.

Managerial Responsibilities : There is no immediate supervision of any related personnel. Based on current requirements and tasking there might be the need for the incumbent to support CIS Security or accreditation working groups / boards. There is the potential that the incumbent may occasionally be tasked to take the lead on specific accreditation efforts or to support the administration of an inspection or site survey. The incumbent may happen to advise on efforts conducted by NCIA when it comes to support analytical activities and related CIS capabilities.

Professional Contacts : The incumbent maintains regular contact with staffs from JFCNP and its subordinate formations SHAPE and NATO HQ as required. Yet contacts with senior security staffs in NATO nations and International Organisations are possible. Contacts are frequent at the OF5 level and the incumbent is personally required to conduct briefings to collective audiences on the INFOSEC policy and regulations.

Contribution To Objectives : In terms of ensuring the continued effective instigation of all aspects of security in JFCNP the incumbent is central to achieving this objective through the support given to the ACO / JFCNP CIS Security. accreditation process and potential support to CIS Security auditing. The Security accreditation process is crucial for the support of ACOS J2 as the principal security advisor of JFCNP. It forms the last line of defence in regards to the analysis of operational requirements which are translated into technical specifications that are then matched and compared to current CIS Security policy and guidance documents. The incumbent is also responsible for support to the ACO / JFCNP Security accreditation tool (or changes to it) based on requirements identified within ACO / JFCNP.

7. CONTRACT

The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).

The basic entry‑level monthly salary for a NATO Grade G15 in Italy is Euro 5725.22 which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
