Job summary

Saipem invites you to join its Sustainable Infrastructures Business Line as Proposal Manager. You will lead a multidisciplinary team and ensure end-to-end management of proposal activities for onshore and offshore projects.

You will develop the Proposal Plan, coordinate cost structures, analyze tender requirements, manage interfaces with partners and clients, and lead negotiations on pricing and contracts. Occasional international travel is expected based on project needs.

Qualifications

• Master's Degree in Engineering.
• At least 10 years of experience as Proposal Manager, Project Manager or Construction Manager in Linear Infrastructure Projects (railways, metro, motorways) and/or Civil Sector.
• Knowledge of public works bid schemes, in particular Italian Procurement Law (Codice Appalti).

Responsibilities

• Develop the Proposal Plan, coordinate the Proposal kick-off meeting, define the Project cost structure; manage interfaces with Partners and Client.
• Analyze the Tender Documents requirements and the Contract conditions identifying the critical issues to be addressed.
• Ensure the cost estimates; and project cash flow.
• Ensure the definition of: project organization, overall project schedule and overall execution plan & resource plan; ensure the preparation of Cost Closure Reports.
• Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS the definition of the risk register through the R&O methodology application.
• Deliver the Proposal to the Client and manage the post-bid clarification phase with the Client.
• Lead negotiations with clients to reach an agreement on pricing, commercial, contractual and technical aspects of the Proposal and in the formalization of the Contract.
• Ensure definition of the Control Budget, in case of Contract award.

As Proposal Manager you will respond to the head of Sustainable Infrastructure Tendering Department and be part of the Sustainable Infrastructures Business Line ensuring overall management of the Proposal activities. You will manage a Proposal Team formed by around 10 people from different disciplines/Company functions.

How can you support us? Here below your responsibilities:

• Develop the Proposal Plan, coordinate the Proposal kick‑off meeting, define the Project cost structure; manage the interfaces with Partners and Client.
• Analyze the Tender Documents requirements and the Contract conditions identifying the critical issues to be addressed.
• Ensure the cost estimates; and project cash flow.
• Ensure the definition of: project organization, overall project schedule and overall execution plan & resource plan; ensure the preparation of Cost Closure Reports.
• Ensure that Risks Analysis is correctly applied, guaranteeing through ROBS (Risks and Opportunity Breakdown Structure) the definition of the risk register through the R&O methodology application.
• Ensure the delivery of the Proposal to the Client and manage the post‑bid clarification phase with the Client.
• Lead, if so delegated, negotiations with clients to reach an agreement on the outstanding pricing, commercial, contractual and technical aspects of the Proposal and in the formalization of the Contract.
• Ensure definition of the Control Budget, in case of Contract award.

What are we looking for?

Education: Master's Degree in Engineering

Experience: at least 10 years as Proposal Manager, Project Manager or Construction Manager within Linear Infrastructures Projects (eg Railways, Metro, Motorways) and/or Civil Sector.

Technical/IT Skills:

• Project Management
• Risk Management and key project processes
• Knowledge of public works bid schemes, in particular Italian Procurement Law (“Codice Appalti”)
• The ability to manage timelines, resources, and multiple tasks simultaneously is crucial.
• Problem solving skills are required.
• Effective collaboration with cross‑functional teams is required.

You will have the opportunity to travel abroad based on the projects you will work for and within the project assigned.
