The Role
AMS is proud to deliver Statement of Work (SoW) and Resource Augmentation (RA) services to the UK Government under the Workforce Solutions Framework (WSF), bringing visibility and control to the request and lifecycle of new Services Procurement requirements.
Led by the Services Procurement Director, the Senior Services Procurement Manager is accountable for managing SoW and RA Procurement Managers and their output, ensuring the delivery of excellent customer service to those Contracting Authorities who are engaging with AMS for SoW and RA Services.
The Senior Services Procurement Manager will develop and lead strategic stakeholder relationships across the Contracting Authorities customer base, understanding their SoW and RA landscape to ensure WDF is positioned as their go‑to SoW and RA partner.
Leading a team of experienced procurement professionals and advisors the Senior Services Procurement Manager will deliver services against budget targets and CCS KPI's.
Key Accountabilities
What you’ll be doing:
People:
- Remote leadership of a team ensuring the right levels of resources are in place and skilled to the required standards to deliver the SoW and RA services and to achieve the defined SLA's/KPI's
- Conducting Team 121's, Coaching and Development Sessions and skip level meeting as required
- Lead team meetings & engagement activity as appropriate
- Input into and conduct Talent Review Meetings each Quarter with a focus on talent development and mobility across broader portfolio & function
- Leading the performance management process outcome setting, mid‑year and end of year reviews across the team / account. Continued focus on ensuring delivery against agreed outputs and development plans in place
Delivery, Performance, Commercial and Finance:
- Work closely with the team and WSF Legal support, ensuring Services Procurement agreements contain the appropriate clauses, liaising with other internal AMS stakeholders as necessary
- Building trusted relationships with customers and managing their Services Procurement pipeline
- Support the Services Procurement growth plan to achieve Services Procurement revenue targets
- Support revenue growth by providing strategic customer insights and operational support
- Working collaboratively with the Services Procurement Client Partnering Director to build and maintain processes to effectively qualify and convert new business opportunities in operational Leads
- Collaborate with the Services Procurement Supply Chain to drive new pipeline opportunities
- Ensure strong collaboration with the Relationship Management team and in particular with the Senior Relationship Managers to provide joined‑up engagement, BI and service oversight
- Engagement with Customer Success Team and Resourcing Technology engage with SAP Fieldglass (VMS provider), seeking opportunities to address any operational issues
- Overseeing the provision of SOW and RA Business Intelligence from Power BI (Delivered by the BI team)
- Supporting SOW and RA Procurement Managers and driving Contacting Authority requirements into delivery in a timely manner
- Troubleshooting and acting as point of escalation on operational issues raised
- Support delivery the Services Procurement budget
Continuous Improvement and Change Management:
- Working with the Services Procurement Director and the Services Procurement Client Partnering Director, identify and deliver continuous improvements to enhance service excellence for the Contracting Authorities and Crown Commercial Services
- Develop Services Procurement expertise to optimise service line offerings to customers
- Identify ways in which to continually develop and improve processes and procedures working in conjunction with the wider team and Contracting Authority stakeholders
- Working with Services Procurement Director to offer Contracting Authorities a suite of support services and initiatives to support engagement and wider learning such as Lunch & Learn sessions and scope of works writing training
- Identify business development opportunities and engaging with the Services Procurement Client Director
Stakeholder management and communication:
- Responsible for educating and supporting stakeholders on the Services Procurement triage to identify the most appropriate route to market to fulfil their requirements
- Being seen as a trusted advisor, building strong working relationships, and delivering an excellent experience to the customers
Skills & Experience
You’ll need to demonstrate:
- Significant experience working in Procurement industry within the public sector
- Demonstration of both operational know how and commercial acumen
- Proven track record of building and maintaining relationships with deep understanding of professional services / managed service spend
- Experience in delivering measurable cost savings to customers through Services Procurement solutions
- eSourcing / eProcurement / VMS systems exposure
- Ability to motivate, upskill and manage a remote team
- Ability to work in an agile and ever‑changing environment, being able to lead a culture and reputation of continuous improvement and operational excellence
- Ability to recognise root causes, identifying possible solutions, partnering with internal/external team members to determine the best solution and lead the solution implementation
- Experience of managing multiple priorities / queries and issues in a timely manner
- Experience of building and managing complex stakeholder relationships
- Contract Law - reviewing and interpreting contract terms and conditions
Desirable Skills:
- Experience of public sector procurement regulations and directives
- Operational understanding of Public Sector Frameworks
- Experience with Fieldglass or another VMS system and the SOW module
- Experience in the facilitation of Statement of Work contracts
- Awareness of Off Payroll Working Rules
- Ability to review and interpret contract terms and conditions; drafting clauses for legal review is advantageous.
- Knowledge of Crown Commercial Services (CCS) frameworks.
