Traffic Project Manager

Position summary: Responsible for delivering all project objectives for assigned projects including scope, schedule and budget.

Essential Functions and Responsibilities
  • Manage or lead the development of final traffic analyses/studies, traffic engineering reports, traffic signal warrant analyses, traffic signal justification reports (SJRs), operational and safety analysis reports (OSARs), interchange access reports (IARs), corridor studies, signal timing studies, clearance interval calculations, left-turn phasing evaluations, access management studies/exception requests, and transportation plans
  • Plan, schedule, assign staff, conduct, or coordinate detailed phases of engineering work as part of a major project or as lead person on a project of moderate to complex scope
  • Ensure project completion by the defined deadline and maintain project specific quality
  • Provide oversight and mentoring of traffic/design engineers supporting project tasks
  • Develop and monitor project scope, project pricing, schedules, and budgets
  • Monitor accounts receivable and manpower requirements and prepares invoices
  • Manage all technical resources on the project team
  • Coordinate and assist Section Heads and Office Managers with marketing proposals
  • Familiar with design plans for traffic signals, signing, lighting, pavement markings, ITS, maintenance of traffic, and/or pavement and rehabilitation projects
  • Develop or assist with the development of Project Management Plans for assigned projects
  • Manage subconsultants
  • Support Section Heads in developing extra work order requests and open-end contract task proposals
  • Attend meetings with clients which may include client presentations

Required Experience
  • Bachelor’s degree in civil engineering or related course work to Traffic Engineering from ABET accredited engineering program
  • 10+ years’ of experience in specialized discipline
  • Professional Engineer (PE) License in VA
  • Project/Task management experience
  • Proposal development experience (scope / schedule / fee)
  • PTOE or PMP
  • Experience working with local clients at the county and state level
  • Project management and business development experience
  • Experience with multiple project delivery methods i.e. Design-Bid-Build, Design-Build, P3
  • Experience managing multidiscipline project teams
Working Conditions

Work is performed within a general office environment 95% of the time. Work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Field work is required on occasion where work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions. Some lifting (up to 25 lbs) may be required as needed.
