OVERVIEW OF DIANA

The Defence Innovation Accelerator for the North Atlantic (DIANA) is NATO’s newest body. From across the Alliance, DIANA will bring together innovators and operational end users to foster a transatlantic ecosystem supporting dual-use ground-breaking innovation in deep technologies.

DIANA is an independent NATO body comprised of an Allied Board of Directors and an executive management team - the DIANA Executive (DX). Operating out of regional offices in Europe and North America, the DX will conduct DIANA’s mission: accelerating deep tech, dual-use solutions to critical transatlantic challenges in defence and security. The DX will use Challenge Programmes in line with a published Strategic Direction, as the primary vehicle to accomplish this mission. ABOUT THE ROLE:

The Product Manager is a strategic position and plays a foundational role in building our next-generation digital ecosystem.

DIANA OS is our secure platform for engaging innovators, governments, and the defence enterprise across NATO. You will work at the intersection of technology, policy, and business development — shaping digital tools that accelerate dual-use innovation across NATO and its partners.

This role involves temporary contracts of 6 months (renewable), with the possibility to work from Tallinn, ES or London, UK. It offers an exciting opportunity to contribute to impactful projects with the flexibility of short-term engagements.

Key Responsibilities

  1. Define and own the product vision, roadmap, and lifecycle for DIANA OS under the guidance of DIANA's IT Lead and Enterprise Architect.
  2. Act as the bridge between technical teams, end users, leadership, and external stakeholders.
  3. Lead requirements capture, refinement, and management, translating strategic objectives into prioritized epics, features, and user stories.
  4. Own and drive product backlogs, sprint planning, and release timelines in collaboration with the development team.
  5. Advocate for user needs, ensuring DIANA OS is intuitive, secure, and scalable.
  6. Track key metrics and KPIs to measure product success and inform iterative improvements based on feedback and data.
  7. Communicate product vision and updates effectively across DIANA.
  8. Promote a product-led culture within the team, helping non-technical stakeholders understand digital opportunities.

Required Qualifications

  1. Bachelor's or Master’s degree in a relevant technical or business discipline.
  2. At least 4 years of experience as a Product Manager, preferably with platform and ecosystem development experience.
  3. Over 7 years of professional experience, ideally involving complex system delivery or transformation initiatives.
  4. Proven ability to lead cross-functional teams in multi-stakeholder environments.
  5. Exceptional communication skills, capable of translating technical details into executive insights.
  6. Strong skills in product backlog management, agile processes, and roadmap planning.
  7. Experience working with procurement staff and project managers to ensure successful contractor delivery.
  8. Familiarity with CI/CD workflows, source control tools, and deployment cycles.
  9. Comfortable with ambiguity, able to bring clarity and momentum in evolving environments.

Desirable Qualifications

  1. Experience working with NATO or related digital transformation bodies.
  2. Background in civic tech, GovTech, SaaS, or public-private ecosystems.
  3. Knowledge of user-centered design, digital service standards, and emerging tech trends.
  4. Experience with multi-vendor contracts or hybrid delivery models.
  5. Experience in establishing new business units or capabilities.
  6. Professional certifications such as Scrum Product Owner, SAFe, PMP, ITIL are advantageous.
  7. Familiarity with tools like Azure DevOps and Microsoft 365.
  8. Technical background in UI/UX, data modeling, cloud technologies, system integration, API development, AI, or open-source software is beneficial.
