The Post Holder will be responsible for the management of the Hawk Qatar Supply Chain in the UK (RAF Samlesbury, RAF Leeming & RAF Brough). The Post Holder will lead a team to deliver all aspects of the supply service required to ensure availability of the Hawk Aircraft for the contract duration.
As the Supply Chain Lead, the Post Holder reports to the Head of Maintenance. This includes leading and managing the strategic, operational and financial outputs from definition, planning and delivery of the supply chain service for the QAF Hawk availability service, to meet both customer and business requirements. The Post Holder will be responsible for ensuring that sufficient parts are forecasted, contracted, procured, repaired, manufactured, stored and transported to the relevant cost, time and quality, enabling the company to achieve the supply performance measures required as part of the Support Solution.
The key focus of this role is the delivery of the Supply Services as part of the QAF Hawk availability service, working closely with and providing expert leadership to other functional areas, ensuring the supply chain service delivered is fit for purpose. The successful delivery of the supply chain service is a critical element of the availability service and contract success.
Responsibilities
- Discharging the governance across the Organisation required by the role to ensure compliance with the applicable Regulatory Framework.
- Confirm that all materiel is delivered within approved standards and is correctly recorded by ensuring documentation is maintained in accordance with the Approved Maintenance Programme for all aircraft components.
- Oversee the Quality Management System to ensure effective management and application across contracted Supplier organisations.
- Maintain an effective Supplier management policy to assure adherence to Regulatory standards and Customer release to service certification requirements.
- Establish and maintain a document management and maintenance data recording system for the statutory period.
- Deploy and manage the safety management system within the organisation in accordance with the relevant standard, including a maintenance error reporting system and mandatory occurrence reporting system.
- Inform the Continuing Airworthiness Management Organisation of any condition of an aircraft component that could impact safety.
- Ensure the Supply Chain Organisation has adequate provision of SQEP, facilities, technical information and material with alignment of operational demand to supply delivery.
- Ensure staff are adequately trained and assessed as competent to undertake their work.
- Establish and communicate procedures to maintain compliance with regulatory bodies and AM&S Function requirements and Continuing Airworthiness standards.
- Act as the primary point of contact for all aspects of supply chain performance on Hawk.
- Lead and monitor the supply chain service to meet time, cost and quality requirements and escalate or intervene to resolve delivery issues.
- Manage interfaces between the UK Supply Chain Hub and the RAF Leeming line in the availability contracting role.
- Apply and comply with the client's Operational Framework and PM functional processes, including risk and opportunity management, performance management and Life Cycle Management and Contract Reviews.
Key Accountabilities
- Set delivery targets, monitor progress and develop performance improvement programmes for Supply Chain activities; review escalated issues affecting Continuing Airworthiness, Maintenance and operational performance; facilitate effective resolutions or escalate to senior management as needed.
- Ensure all Supply Chain activities are documented and records are maintained on relevant systems; ensure personnel are suitably qualified, experienced and authorized; lead integration of Supply Chain activity with key stakeholders.
Additional Standards and Compliance
- Lead Supply Chain compliance with regulatory expositions, procedures and standards; drive changes to improve performance without compromising regulatory, corporate or legal compliance.
- Lead the Safety Exposition and project Safety Management System (SMS) covering Human Factors, Error Management, Risk Management and Safety Assurance; proactively manage operational risks.
- Ensure all Supply Chain activities comply with the AM&S Functional Framework and expositions; support audits and implement improvements to address non-compliance.
- Demonstrate understanding and application of Continuing Airworthiness and Maintenance Regulatory framework; manage regulatory changes (e.g., ITAR, EaPW, ISO).
- Lead compliance with contractual requirements and communicate changes to Supply Chain activities as appropriate.
Qualifications / Functional Knowledge
- Knowledge of a Continuing Airworthiness Organisation (CAO), supply chain operations tools and techniques, protocols and procedures; continuous improvement and capability development are integral to the role.
- Strong stakeholder management across CAO and SC (Maintenance, Engineering, Procurement, Finance) and relationships with customers, partners and suppliers.
- Understanding of the client operations and the role fit within it; ability to set direction and manage change.
- Ability to capture requirements, translate them into realistic plans and targets, and manage changes to those plans.
- Good project management skills across lifecycle management, planning, budgeting, risk and opportunity management, and communications.
