Overview

Worley is looking for a Site HSE Manager for a forthcoming carbon capture and storage (CCS) project based in North Wales. This will be a full-time site-based role for the duration of the project early works and execution phase. As Site HSE Manager you will be responsible for the implementation, monitoring, and continuous improvement of the project's Health, Safety, and Environmental (HSE) Management Plan during early works and the subsequent execution phase. This role ensures that all site activities are planned, risk assessed and carried out in compliance with applicable legislation, company policies, industry standards, and the specific requirements of the CCS project. The Site HSE Manager will provide leadership, guidance, and governance to ensure a safe working environment and the protection of the environment throughout the lifecycle of the project.

Responsibilities
  • Acting as the primary HSE focal point on site, ensuring alignment with the Project HSE Management Plan.
  • Providing visible HSE leadership, promoting a strong safety culture across all project personnel, contractors, and stakeholders.
  • Supporting project leadership in driving a proactive safety and environmental culture.
  • Developing and taking ownership of the project HSE Charter.
  • Ensuring site compliance with UK health, safety, and environmental legislation, CDM Regulations, and other applicable statutory requirements.
  • Implementing project-specific HSE procedures, risk assessments, method statements (RAMS), and permit-to-work systems.
  • Verifying contractor HSE management systems and monitor compliance against contractual and legal obligations.
  • Reporting on a weekly basis the HSE performance across the project.
  • Undertaking periodic assessments to ensure safety compliance across the project.
  • Developing the project leading and lagging indicators.
  • Overseeing hazard identification, risk assessments, and safe systems of work for all site activities.
  • Ensuring control measures are effectively implemented, monitored, and reviewed.
  • Leading incident investigations, root cause analyses, and corrective action close-out.
  • Developing and delivering weekly, monthly, and ad-hoc HSE reports to the Project Director and home office HSE Manager.
  • Maintaining accurate HSE records including inspections, audits, incident data, training, and certifications.
  • Tracking and reporting key HSE performance indicators (KPIs).
  • Ensuring all project staff and contractors receive appropriate HSE inductions and ongoing training.
  • Working closely with the Training and Competency team to verify competency requirements for safety-critical roles are met and maintained.
  • Promoting workforce engagement through toolbox talks, campaigns, and safety stand-downs.
  • Ensuring compliance with environmental protection requirements, including emissions, waste management, water quality, and biodiversity controls.
  • Supporting delivery of project environmental objectives in line with ISO 14001 requirements.
  • Establishing and maintaining a project waste management system using the hierarchy approach.
  • Working with the home office HSE manager to establish site emergency preparedness procedures and response arrangements, including drills and liaison with local emergency services.
  • Maintaining and periodically reviewing the site Emergency Response Plan.
  • May require shift, weekend, or extended hours in line with project schedule.
  • Occasional travel to corporate offices or stakeholder meetings as required.

Qualifications
  • NEBOSH Diploma (or equivalent Level 6 HSE qualification).
  • Chartered Member of IOSH (CMIOSH) or working towards.
  • Extensive site-based HSE management experience in a Major Project environment.
  • Proven knowledge of CDM Regulations, ISO 45001, and ISO 14001.
  • Demonstrated ability to lead and influence multidisciplinary teams and contractors.

Desirable

  • Experience in Carbon Capture, Power, Petrochemical, or Major Hazard Facilities.
  • Environmental management qualification (IEMA, equivalent).
  • Incident investigation training (e.g., TapRooT, ICAM).
